이은권 대전시당 위원장 "졸속 통합 안 된다…권한·재정 법적 보장하라"

국민의힘 이은권 대전시당 위원장이 24일 오후 국회 앞 대전충남 졸속 통합 반대 시도민 총궐기대회 참석 후 페이스북에 소회를 올렸다. 그는 행정통합 찬성 입장을 밝히면서도 알맹이 없는 법안 추진을 시민·도민 기만으로 규정했다.

이은권 위원장은 "간절하고 단호한 마음으로 궐기대회에 함께 했다. 저와 국민의힘은 대전·충남 행정통합 찬성한다. 지역 균형발전이 반드시 가야 할 길이기 때문"이라고 썼다.

하지만 "선거 일정 맞춰 알맹이 없는 법안을 무책임하게 밀어붙이는 건 대전시민·충남도민 기만"이라며 강력 비판했다. "단순 발목잡기가 아니라 지방정부 스스로 설 수 없는 무늬만 통합을 막는 처절한 견제"라고 했다.

이 위원장은 그러면서 중앙부처 협의 단서 최소화해 우리 지역 일은 우리가 결정할 수 있도록 실질 권한 이양 범위를 법에 명확히 새기고, 재정 보장 법적 담보 마련을 위해 지원 규모·기간·항구성 확정하라는 두 가지 요구사항을 강력히 요청했다.

그러면서 이 위원장은 "추후 협의라는 막연 약속으로 100년 대계 세울 수 있나."고 반문 하기도 했다.

이은권 위원장은 또 이날 법사위 의결 보류 결정과 관련 법사위 보류 결정을 "더 철저히 준비하라는 기회"로 보고 "근본 보완 없인 시민·도민이 받아들일 수 없다. 졸속 통합 절대 안 된다"고 강경 입장을 보였다.

마지막으로 이 위원장은 "지역 자존심 지키고 실질 지방분권 실현하는 제대로 된 통합 위해 끝까지 외치겠다."고 다짐했다.
