충남도의회가 바다의 골칫덩이인 해양폐기물을 단순 수거하는 차원을 넘어 새로운 자원으로 재탄생시키기 위한 본격적인 연구에 착수했다.
충남도의회 ‘충남 해양폐기물 순환자원화 활용 방안 마련 연구모임’은 25일 보령머드테마파크에서 발족식을 열고 제1차 회의를 개최했다.
이번 연구모임은 보령시를 비롯한 충남 연안에서 지속적으로 발생하는 폐어구 등 해양폐기물 문제에 효과적으로 대응하고, 이를 자원으로 다시 활용할 수 있는 순환 체계를 구축하기 위해 구성됐다.
연구모임은 편삼범 의원(보령2·국민의힘)이 대표를 맡았으며, 충남도와 보령시의 관계 공무원, 보령·대천수협 관계자, 환경 전문가 등 현장과 행정을 아우르는 총 10명의 전문가가 회원으로 참여했다.
이들은 앞으로 해양폐기물의 발생부터 처리까지의 전 과정을 면밀히 분석하고, 재활용 확대를 위한 정책적 기반을 마련하는 데 머리를 맞댈 예정이다.
이날 첫 회의에서 참석자들은 충남도의 해양폐기물 발생 현황과 처리 실태를 공유하고, 현재 운영 중인 정책의 개선 과제를 점검했다.
특히 연구모임은 단순한 환경 정화 활동을 넘어 해양환경 개선이 지역경제 활성화로 이어질 수 있는 순환자원화 모델의 가능성을 집중적으로 검토할 계획이다.
편삼범 의원은 해양폐기물 문제가 더 이상 일회성 정화 사업에 그쳐서는 안 되며, 지속가능한 관리 체계 구축이 시급하다고 강조했다. 이어 어업 현장의 목소리와 전문가의 식견을 종합하여 충남의 실정에 가장 적합한 순환자원화 방안을 도출해내겠다는 의지를 밝혔다.
