[브레이크뉴스=배종태 기자] 박형준 부산시장이 정부와 여당이 추진 중인 행정통합 특별법안을 향해 “붕어빵에 팥이 없고 만두에 속이 없다”며 비난을 쏟아냈다.
박 시장은 현 정부의 통합안이 실질적인 권한 이양이 배제된 ‘무늬만 통합’이라고 규정하고, 이재명 대통령을 향해 선거용 졸속 통합이 아님을 스스로 증명하라며 날을 세웠다.
■ "분권 없는 통합은 허구"... 5대 핵심 권한 실종 지적
박 시장은 행정통합의 본질이 “대한민국의 중앙집권적 질서를 분권적 질서로 바꾸는 것”이라고 강조했다. 그러나 현재 정부가 추진하는 통합법에는 중앙정부의 행정 권한이나 재정권 중 무엇 하나 내놓은 것이 없다고 비판하며 5가지 핵심 결함을 조목조목 지적했다.
우선 '자치입법권 확대'가 전무하다는 점을 꼽았다. 박 시장은 “중앙정부의 법률 시행령과 지침은 여전하고, 강력한 중앙집권의 규제 틀 또한 변함이 없다”고 일갈했다. 이어 통합 특별시에 부여되어야 할'인사·조직 자율 운영권' 역시 보장되지 않아 “행안부를 상전으로 모시는 일에 변함이 없다”고 비판의 수위를 높였다.
■ 재정권·국토권 배제된 ‘빈껍데기’... “지방세 비율 조정도 없어”
재정 분권에 대한 질타도 이어졌다. 박 시장은 “지방세 비율 조정도, 통합 특별시에 인센티브로 준다는 예산도 법에는 전혀 명기되어 있지 않다”며, 정부가 내세운 '연간 5조 원 지원책'에 대해서도 “아무런 재원 마련 근거가 없어 결국 아랫돌 빼서 윗돌 괴는 꼴이 될 것”이라고 꼬집었다.
또한, '특별행정기관 이양'에 대해서는 “중앙정부와 협의해서 하라는 것은 결국 안 하겠다는 뜻”이라며 정부의 불투명한 태도를 비판했다. 특히 지역 발전의 핵심인 '국토 이용권'과 관련해 “그린벨트, 상수도 보호구역 조정권이 전혀 주어지지 않았고 예타 면제권도 없다”며, 이대로는 균형발전이 원천적으로 불가능하다고 지적했다.
■ "선거용 졸속 통합 멈춰야"... 이재명 대통령 결단 촉구
박 시장은 이러한 ‘빈껍데기 통합’이 가져올 부작용을 경고했다. 그는 “지역의 자주적 발전이 아닌, 거대한 통합 비용과 묻지마 통합에 따른 지역민들 간의 갈등만 유발할 것”이라며 “이는 건강을 돌보지 않는 살찌우기와 다를 바 없다”고 비유했다.
특히 이번 특별법이 국회를 통과할 경우, 향후 모든 자치단체 통합의 ‘해로운 기준’이 되어 부산과 경남이 추진하는 분권형 통합에도 악영향을 미칠 것이라고 우려했다.
박 시장은 이재명 대통령을 직접 겨냥해 “선거를 코앞에 두고 행정통합을 꺼내 든 대통령은 이 문제에 답을 내놓아야 한다”고 요구했다. 그는 “정부 여당이 일방적으로 밀어붙이는 속도전이 선거용 졸속 통합이었다는 것을 국민 앞에 스스로 증명하지 않으려면, 본질적인 문제에 대해 함구하지 말고 명확한 대책을 제시하라”고 강력히 촉구했다.

Busan Mayor Park Hyung-joon lashed out at the central government and the ruling party’s proposed 'Administrative Integration Special Act', saying it was “like a fish-shaped bun without red bean filling and dumplings without stuffing” — a sharp metaphor for what he described as a hollow plan.
Calling the current proposal a “cosmetic integration stripped of real power transfer,” Park urged President Lee Jae-myung to prove the measure was not a hasty, election-driven scheme.
“Integration Without Decentralization Is a Fiction”
Park stressed that the essence of administrative integration is to *“transform Korea’s centralized structure into a decentralized one.”* Yet, he said, the government’s bill fails to relinquish any authority or fiscal control from the central level, identifying five major flaws.
First, he pointed to the lack of expanded legislative powers for local governments, saying that “ministerial decrees and central guidelines remain untouched, and the rigid framework of central control still stands. He also criticized the absence of autonomy over personnel and organizational management in the proposed Special Integrated City, remarking that *“local governments will still have to serve the interior ministry as their superior.”*
Fiscal and Territorial Powers Left Out
Park accused the bill of excluding any real fiscal decentralization. *“There’s no adjustment in the ratio of local taxes, nor any mention of incentive budgets for the integrated city,”* he said. He dismissed the government’s pledge to provide 5 trillion won in annual support as baseless, calling it *“a case of robbing Peter to pay Paul.”*
On the issue of transferring special administrative agencies, Park argued that requiring consultation with the central government *“essentially means nothing will be transferred.”* He added that key land-use powers — including adjustments to greenbelt zones, water protection areas, and exemptions from preliminary feasibility reviews — remain entirely under central control, making balanced national development “fundamentally impossible.”
\“Stop the Election-Motivated Integration”
Park warned that such an *“empty integration”* would only fuel regional conflict and administrative costs rather than foster autonomous growth. *“It’s like gaining weight without caring for your health,”* he said.
He cautioned that if passed in its current form, the special law would set a harmful precedent for future cases of regional integration — undermining local, consensus-driven efforts like those between Busan and South Gyeongsang Province. Park called on President Lee to make a “decisive move” to halt what he described as an election-oriented, reckless consolidation drive.
Park directly called out President Lee Jae-myung, urging him to “answer for raising the issue of administrative integration just ahead of the election.” He demanded that the president present clear solutions instead of staying silent on the core problems, warning that if the government and ruling party continue to push ahead unilaterally, it will only prove to the public that the integration plan is a hasty, election-driven maneuver.
