이번 협약은 현장에서 응급실 수용 여부를 확인하는 과정에서 발생하는 지연을 최소화하고, 소방과 병원이 통일된 기준으로 즉각 대응할 수 있는 실무 체계를 구축하기 위해 마련되었다.

파주병원에서 1차 처치를 마친 후 최종 치료를 위해 타 병원으로 전원이 필요한 경우에는 구급대가 이송을 지원하며 이 과정에서 119구급상황관리센터와 광역응급의료상황실이 연계되어 병원 섭외와 이송 조정을 신속하게 진행함으로써 환자가 병원을 찾아 헤매는 시간을 줄일 계획이다.
