이번 공약의 핵심은 해양과 산림을 아우르는 **‘융복합 관광 인프라 구축’**이다. 주요 내용으로는 ▲해양 역사·문화·체험 콘텐츠를 집약한 ‘해양문화나라’ 조성 ▲요트 및 해양레저 기반 강화를 위한 마리나 시설 확충 ▲금강송 에코리움과 연계한 산림·생태 관광 고도화 등이 포함됐다.
김 예비후보는 “해양문화나라를 통해 사계절 체류형 관광지를 조성하고, 고부가가치 산업인 마리나 시설에 민간 투자를 유치해 지역 경제 활성화와 일자리 창출을 동시에 이끌어내겠다”고 강조했다. 또한 울진의 대표 자산인 금강송을 활용해 바다와 숲이 공존하는 ‘웰니스 관광 벨트’를 구축하겠다는 구상을 밝혔다.
그는 이어 “울진은 원전과 수산업을 넘어 해양바이오와 해양문화 산업으로 미래를 열어야 할 시점”이라며, “경상북도 차원의 전폭적인 정책적·재정적 지원을 통해 울진의 잠재력을 현실로 만들겠다”고 약속했다.
한편, 공약 발표 후 김 예비후보는 울진 대게와 붉은 대게 축제 현장을 찾아 지역 주민 및 관광객들과 소통하는 시간을 가졌다. 그는 이 자리에서 “지역 대표 브랜드인 대게 축제가 어업인 소득 증대와 지역 상권 활성화에 실질적으로 기여할 수 있도록 지속 가능한 축제 모델을 지원하겠다”고 덧붙였다.

He continued, "Uljin must move beyond nuclear power and the fishing industry to open its future with marine bio and marine culture industries. I will make Uljin's potential a reality through comprehensive policy and financial support from the Gyeongsangbuk-do Provincial Government."
Following his announcement of his pledges, Candidate Kim visited the Uljin Snow Crab and Red Crab Festivals and interacted with local residents and tourists. He added, “We will support a sustainable festival model so that the crab festival, a representative local brand, can contribute substantially to increasing the income of fishermen and revitalizing the local commercial district.”
