경북도는 27일 도청에서 경상북도와 SDT, 모빌린트, 경운대학교, 구미전자정보기술원 등 6개 기관이 참석한 가운데 ‘양자·AI 기술 기반 차세대 무인이동체 고도화를 위한 업무협약(MOU)’을 체결했다고 밝혔다. 협약식에는 양금희 경북도 경제부지사와 정성현 구미시 부시장, 각 기관 대표들이 함께했다.
이번 협약의 핵심은 양자보안(QRNG)과 AI 반도체(NPU)를 무인이동체 시스템에 접목하는 것이다. 해킹이 사실상 불가능한 수준의 보안 체계를 구현하고, 동시에 실시간 AI 연산 능력을 강화해 차세대 무인이동체의 안정성과 지능성을 한 단계 끌어올리겠다는 구상이다.
최근 무인이동체는 공공안전, 산업시설 점검, 국방·치안 등으로 활용 범위가 빠르게 확대되고 있다. 하지만 데이터 전송 과정의 보안 취약성과 고성능 AI 연산 처리 한계는 여전히 해결 과제로 남아 있다. 기존 PRNG(의사난수 생성) 기반 보안 기술의 한계를 극복할 대안으로, 양자 현상을 이용해 예측이 원천적으로 불가능한 난수를 생성하는 QRNG 기술이 주목받는 배경이다.
참여 기관들은 ▲양자보안(QRNG)·AI(NPU) 기반 무인이동체 공동 연구개발(R&D) ▲양자·AI 등 첨단과학기술 전문인력 양성 ▲지역 특화산업 연계 및 양자산업 생태계 조성 등을 중점 협력 과제로 추진하기로 했다. 단순 기술 협력을 넘어 공동 연구–실증–사업화–인력양성으로 이어지는 전주기 협력 체계를 구축한다는 점에서 의미가 크다.
경북도는 특히 구미를 중심으로 한 지역 주력 산업에 양자·AI 기술을 단계적으로 접목해 산업 고도화를 이끌겠다는 전략이다. 이를 통해 글로벌 무인이동체 시장에서 기술 주도권을 확보하고, ‘K-양자 산업’의 경쟁력을 실질적으로 강화하겠다는 목표다.
양금희 경제부지사는 “양자와 AI는 미래 산업의 판도를 바꿀 핵심 기술”이라며 “이번 협약이 경북이 차세대 첨단산업 중심지로 도약하는 전환점이 될 것”이라고 강조했다.
구미시 역시 행정·정책적 지원을 통해 지역 산업과 첨단 기술의 융합을 적극 뒷받침하겠다는 입장을 밝혔다.

The participating organizations have agreed to pursue key collaborative projects, including: joint research and development (R&D) of unmanned vehicles based on quantum security (QRNG) and AI (NPU); training of experts in advanced science and technology, including quantum and AI; and fostering regional specialized industries and a quantum industry ecosystem. This collaboration is significant in that it goes beyond simple technological collaboration to establish a full-cycle collaborative system encompassing joint research, demonstration, commercialization, and human resource development.
Gyeongbuk Province plans to gradually integrate quantum and AI technologies into key regional industries, particularly in Gumi, to drive industrial advancement. The goal is to secure technological leadership in the global unmanned vehicle market and substantially strengthen the competitiveness of the "K-quantum industry."
Gumi Deputy Governor for Economic Affairs Yang Geum-hee emphasized, "Quantum and AI are key technologies that will transform the future industrial landscape," adding, "This agreement will be a turning point for Gyeongbuk to leap forward as a next-generation advanced industry hub."
Gumi City also announced its commitment to actively supporting the convergence of local industries and advanced technologies through administrative and policy support.
