충청남도가 건설 입찰 현장에서 형식적 '페이퍼컴퍼니'를 완전히 뿌리 뽑았다.
지난 2022년 도입한 '입찰단계 건설업 등록기준 실태조사'로 4년간 206개 공사를 점검하며 부적격 업체 40곳을 적발, 영업정지 등 강력 처분으로 건설시장 공정성을 확보했다.
조사는 추정가 1억~70억 원 도 발주 공사의 개찰 1순위 업체를 대상으로 자본금, 사무실, 기술인력 실태를 철저히 확인한다.
2022년 14곳, 2023년 11곳, 2024년 15곳 적발 후 지난해는 '제로(0)' 건을 기록하며 입찰 초기부터 허위 업체가 발을 붙이지 못하는 환경이 조성됐다.
이 제도는 불법 하도급과 품질 저하를 유발하는 부실 업체를 사전 차단, 건실한 지역 건설사들의 수주 기회를 확대하는 실효적 효과를 냈다.
현재 도내 15개 시군 중 11곳(공주·아산·서산 등)이 동조례를 만들어 자체 감시를 강화 중이며, 나머지 4개 시군(천안·보령 등)에도 제도 도입을 독려하고 있다.
충남도 관계자는 "페이퍼컴퍼니는 건설업 공정성의 최대 적"이라며 "철저한 실태조사와 처분으로 불공정 거래의 재발을 원천 차단하겠다"고 밝혔다.
