세종지역 의료기반 강화를 위한 정책간담회가 지난 3일 열렸다.
세종시의회 최원석 의원(도담동, 국민의힘)과 김현미 의원(소담동, 더불어민주당)은 이날 오후 2시 세종시의회 대회의실에서 ‘세종충남대병원과 지역경제 상생발전 방안 의견수렴 간담회’를 열고 병원의 안정적 성장과 지역경제 활성화 방안을 논의했다.
이날 간담회에는 세종충남대병원 진료처장 등 병원 관계자와 세종시청 보건정책과·소상공인과 관계 공무원 등이 참석해 병원 운영 현황과 지역 상권 파급 효과, 상권 연계 전략 등 현안을 놓고 폭넓은 의견을 나눴다.
모두발언에서 최원석 의원은 “대형병원이 입지한 지역은 자연스럽게 유동인구 증가와 상권 형성이 뒤따르는 선순환 구조가 만들어진다”며 “세종충남대병원이 지역 의료의 핵심 거점으로 자리매김하고, 그 성장 효과가 지역 상권으로 확산될 수 있도록 정책적 지원이 필요하다”고 강조했다.
김현미 의원은 “세종충남대병원은 지역 의료 기반의 핵심 축임에도 불구하고 개원 초기 코로나19와 의정갈등 등 외부 요인으로 인해 성장 여건이 충분히 뒷받침되지 못한 측면이 있다”며 “병원의 기능 강화가 곧 지역경제 활성화로 이어질 수 있도록 단계적이고 현실적인 접근이 필요하다”고 말했다.
세종충남대병원 측은 환자 증가에 대비해 병동 추가 운영 계획을 추진하는 등 성장 기반을 마련해 나가고 있다고 설명했다. 아울러 지속적인 수요 확대에 대응하기 위해 주차 공간 확보, 공공의료 기능 강화, 연구공간 확충 등이 필요하다는 점을 공유했다.
보건정책과는 병원 기능 강화 필요성에는 공감하면서도, 시설 확충과 관련된 사항은 도시계획 및 대체시설 확보 등 행정절차를 종합적으로 검토해야 한다는 입장을 설명했다. 아울러 병원과 지속적인 협의를 통해 합리적인 방안을 모색하겠다고 밝혔다.
소상공인과는 병원 경쟁력 강화와 함께 주차·이동 동선을 고려한 상권 연계 전략이 필요하다고 보고, 직원 주거 여건과 공실 활용, 인근 주차장 연계 및 셔틀 운영, 상인회와의 협약을 통한 할인쿠폰 도입 등 실질적인 상생사업 아이디어를 제안했다.
이번 간담회에서는 병원 성장과 지역경제 활성화를 별개의 과제가 아닌 상호 연계된 과제로 인식하고, 단기적으로는 실행 가능한 상생과제를 중장기적으로는 제도적·행정적 기반을 검토해 나가야 한다는 데 의견을 함께 했다.
최원석 의원은 “오늘 논의된 사항을 토대로 세종충남대병원과 지역경제가 함께 성장할 수 있는 정책 방향을 구체화해 나가겠다”고 밝히며, “의회와 집행부, 병원이 지속적으로 협력해 실질적인 성과로 이어질 수 있도록 노력하겠다”고 말했다.
