[브레이크뉴스=배종태 기자] 부산시가 오는 4월부터 ‘동백패스’와 정부의 ‘케이(K)-패스’를 연계해 월 4만5천 원으로 부산 내 대중교통을 무제한 이용할 수 있도록 제도를 개선한다.
-80만 가입 돌파한 동백패스, 교통 혁신 상징으로
부산시의 대표 교통정책인 ‘동백패스’가 지난 1월 기준 가입자 81만3천298명을 넘어서며 100만 명 돌파를 앞두고 있다.
2023년 8월 전국 최초로 도입된 이후 청소년용(2024년 7월), 모바일형(2025년 7월)으로 확대되며 이용자 편의를 높였다. 부산연구원 조사에 따르면 이용자 93%가 만족했다고 답했으며, 자가용 이용을 줄이는 효과도 입증됐다.
K-패스와 연계…시민 부담 줄인다
부산시는 국토교통부 대도시권광역교통위원회의 ‘모두의 카드(K-패스)’와 동백패스를 연계해 대중교통비 환급 범위를 넓힌다.
기존 동백패스는 월 4만5천 원 초과 금액에 대해 최대 4만5천 원까지 환급했으나, K-패스와 연계되면 초과 이용분을 무제한 환급받을 수 있다.
또한 기존 동백패스 카드를 그대로 사용할 수 있어 별도 발급 절차가 필요 없다. 케이패스는 국비 50%가 지원되는 만큼, 부산시의 재정 부담도 완화될 전망이다.

새학기 맞아 시민 대상 홍보 캠페인
시는 제도 개편을 앞두고 4일 오전 서면교차로, 서면역, 시청역 일대에서 시민 홍보 캠페인을 실시했다.
박형준 시장과 시 관계자 100여 명이 참여해 제도의 세부 내용을 안내하고, 도시철도를 이용해 시청까지 출근하는 행사를 진행했다.
시는 4월 1일 시행 전까지 온·오프라인 홍보를 병행해 더 많은 시민이 개편 내용을 이해하고 혜택을 누릴 수 있도록 할 계획이다.
“시민 혜택 확대, 재정 부담은 감소”
박형준 부산시장은 “동백패스는 부산의 대표적인 교통혁신 정책으로 자리 잡았다”며 “케이패스 연계를 통해 시민 혜택을 늘리고 시 재정 부담은 줄이겠다”고 밝혔다. 시는 제도 시행 이후에도 지속적인 홍보와 제도 보완을 통해 대중교통 이용률을 높이고, 친환경 도시 교통체계를 정착시킬 방침이다.

Starting in April, Busan residents will be able to use all forms of public transportation in the city for a flat monthly fee of 45,000 won, as the city integrates its local 'Dongbaek Pass' with the national 'K-Pass' program.
Dongbaek Pass Surpasses 800,000 Subscribers
Busan’s signature transportation policy, the Dongbaek Pass, reached 813,298 subscribers as of January, marking another milestone since its launch in August 2023.
The city has steadily expanded the program — introducing youth passes in 2024 and a mobile version in 2025 — to make public transport more accessible.
According to a survey by the Busan Institute for Future Strategy, 93% of users expressed satisfaction, and many reported switching from private cars to public transit.
Seamless Integration With K-Pass
Busan is now improving the system by connecting the Dongbaek Pass with the national K-Pass (*“Everyone’s Card”*) operated by the Ministry of Land, Infrastructure and Transport’s Metropolitan Transport Commission.
Under the new scheme, users who subscribe to both cards will receive unlimited fare refunds beyond 45,000 won per month.
Current Dongbaek Pass holders can continue to use their existing cards without reissuance. The integration is also expected to ease the city’s financial burden, as the K-Pass is 50 percent funded by the central government.
Citywide Promotion Campaign
To mark the policy update and new semester, the city launched a public awareness campaign on March 4 at Seomyeon Intersection, Seomyeon Station, and City Hall Station.
Busan Mayor Park Heong-joon and about 100 city officials joined the campaign, promoting the improved fare system and commuting by subway to City Hall.
The city plans to expand both on- and offline promotions leading up to the April 1 rollout to ensure citizens can fully understand and benefit from the changes.
“More Benefits, Less Fiscal Burden”
Mayor Park said, “The Dongbaek Pass has become a hallmark of Busan’s public transport innovation. Through its integration with the K-Pass, we aim to broaden citizen benefits while easing the city’s financial load.” Busan will continue refining the system and promoting public transit use to advance sustainable and eco-friendly urban mobility.
