브레이크뉴스 문홍철 기자= 대우건설은 지난 4일 조달청에 가덕도신공항 부지조성공사 수의계약 참여의사를 공식 회신했다고 5일 밝혔다.
앞서 조달청은 ‘수의계약 참여 의사 확인 요청’ 공문을 통해 해당 공사의 입찰참가자격 사전심사(PQ) 결과, 대우건설이 ‘단독 신청 및 적격자’임을 통보하고, 관련 규정에 의거 수의계약 상대방으로 선정하고자 대우건설의 참여 의사를 요청한 바 있다.
이번 참여 의사 회신으로 수의계약 추진을 위한 핵심 행정절차가 본격화되면서 가덕도신공항 건설사업이 한층 속도를 낼 전망이다.
조달청은 계약방식을 기존 입찰에서 수의계약으로 변경하고 현장설명 및 향후 일정 등을 안내할 것으로 보인다. 재공고 입찰이 유찰된 경우 수요기관의 요청에 따라 국가계약법 시행령 제27조 제1항에 근거해 수의계약으로 전환할 수 있다.
가덕도신공항 부지조성 공사는 설계·시공 일괄입찰방식으로 발주됐다. 국가계약법이 적용되는 기술형 입찰의 수의계약 절차는 △수의계약 상대방 선정 △참여의사 확인 △계약방법 변경 △기본설계 및 실시설계 제출 및 평가 △가격협상 및 계약체결의 단계로 진행된다.
