충남도의회가 청년여성 유출 문제의 근본 원인을 분석하고, 지역 정착을 지원할 정책을 모색했다.
충남도의회는 3월 5일 충남도의회 세미나실에서 ‘청년여성이 선택하는 충남 만들기 정책 마련’을 주제로 전문가 간담회를 열었다.
이번 간담회는 성별 고용 격차, 임금 차별, 산업구조 편중, 주거 및 돌봄 여건 등 청년여성 이탈을 부추기는 구조적 요인을 종합 점검하고, 청년여성이 충남 지역에 지속적으로 거주할 수 있는 실효성 있는 대안을 찾는 데 초점을 맞췄다.
신순옥 의원(비례·국민의힘)이 좌장을 맡은 이날 행사에서 정효채 충남경제진흥원 책임연구원은 ‘충남 청년여성 유출과 여성 고용현황 분석’을 주제로 발표했다.
2020년부터 2024년까지 20대부터 30대 초반 여성 7,662명이 충남을 떠난 것으로 나타났다. 다만 순유출 규모가 다소 줄어드는 긍정적 징후도 확인됐다. 하지만 청년여성의 지속적 유출은 지역 인구 회복과 여성 인력 확보에 큰 걸림돌로 작용하고 있다.
정 연구원은 “지역 경제를 이끌어온 제조업 중심 산업 구조가 여성 일자리 부족과 2030 세대 여성 인구 유출 문제로 연결됐다”며 “돌봄 서비스 강화와 여성 고용 정책을 연계하고, 고용과 소득 격차 해소를 위한 체계적 로드맵 수립이 시급하다”고 강조했다.
한편, 간담회에 참석한 연구기관, 경제계, 청년 네트워크, 행정 관계자들은 청년여성의 고용 질 개선과 경력 단절 예방, 안정적인 주거 환경 조성, 돌봄 인프라 확충, 그리고 정책 체감도 향상을 위한 방안을 다각도로 논의했다. 특히 청년 당사자의 정책 참여 확대와 부서 간 협력 체계 구축 필요성에 공감대가 형성됐다.
신순옥 의원은 “청년여성 이탈은 단순한 인구 이동 문제가 아니라 충남의 미래 지속 가능성과 직결된 심각한 구조적 과제”라며 “이번 간담회에서 나온 정책 제안이 조례 및 예산 반영과 집행부 협의로 이어지도록 의회 차원에서 적극 지원하겠다”고 밝혔다.
