청와대가 6일 UAE(아랍에미리트)로부터 총 600만 배럴 원유 도입이 진행되는 한편 중동 지역 국민들 귀국을 위해 전세기가 투입된다고 밝혔다.
강훈식 비서실장은 이날 오후 춘추관 브리핑에서 "칼둔 칼리파 알 무바라크 아부다비 행정청장과 원유 도입 방안을 협의했으며 총 600만 배럴 긴급 도입이 확정됐다"며 이같이 전했다.
그러면서 "호르무즈 해협 통과가 필요치 않은 UAE 내 대체 항만에 각 200만 배럴 규모 한국 국적 유조선 두 척을 즉시 접안해 UAE 국영 석유회사가 항구 내 보관 중인 원유 400만 배럴을 채워 조속한 시일 내 복귀 계획"이라고 전했다.
또 "이번 유조선 2척 외 대체 항만을 통한 원유 도입을 지속 확대 예정"이라며 "UAE가 한국에 보관 중인 공동 비축 물량 중 200만 배럴은 원한다면 언제든 제공할 수 있다는 약속을 받았다"고 했다.
이어 "한국 1일 소비량 두 배 넘는 600만 배럴 이상 긴급 도입은 에너지 수급 안정화는 물론 최근 과도하게 반영하는 유가 안정화에도 기여할 것"이라며 "UAE 원유 긴급 도입은 양국 간 전략경제협력 결실"이라고 했다.
더불어 "호르무즈 해협이 완전 봉쇄된 상황으로 다수 유조·화물선이 호르무즈 해협 인근서 해협 통과를 대기 중"이라며 "도입 원유 70%가 호르무즈 해협을 통과하기에 어제(5일) 오후 3시부로 정부는 자원 안보 위기 경보 관심 단계를 발령했다"고 했다.
강 실장은 "(중동 단기 체류자 귀국은) UAE서 한국으로 오는 항공기 운항 재개 방안을 UAE와 긴밀히 협의해 왔다"며 "어젯밤 늦게 UAE 민항기 운행 재개가 최종 확정됐으며 지금 한국민을 태운 에미리트 항공 대형 여객기가 두바이를 출발해 한국으로 들어오는 중으로 오늘 저녁 7시께 인천공항 착륙이 예상된다"고 전했다.
이어 "아부다비서 출발하는 에티하드 항공 여객기는 내일부터 운행이 재개될 걸로 예상하고 있다"며 "대한항공 전세기도 추가 투입해 최대한 조속한 시일 내 한국민을 데려올 수 있도록 UAE와 협의를 계속해 나가겠다"고 했다.
또 "지금 UAE 항공 자체가 폐쇄돼 있는데 폐쇄된 UAE 국적기 두 대를 한국에 열어준다는 건 그 자체로 의미 있다 생각한다"며 "두바이서 뜨는 비행기가 한 번 이동할 때 1000명 정도 이동 가능하며 전세기도 투입하기에 단기 체류자 3500명의 답답함은 수일 내 해결되지 않을까 생각한다"고 했다.
