충남도가 정부의 하천·계곡 내 불법점용 시설 강력 단속 방침에 맞춰 정비 현장을 직접 점검하고 단속 강화에 나섰다.
충남도는 7일 홍종완 행정부지사가 도와 보령시 관계 공무원 등과 함께 보령시 성주면 성주천과 먹방소하천을 방문해 정비 실태를 점검했다고 밝혔다. 이곳은 지난해 도내 하천 정비사업 중 가장 모범적인 불법시설 정비 사례로 평가받은 지역이다.
홍 부지사는 이번 현장 점검에서 성주천의 정비 과정을 확인하고, 현장 근무자들을 격려했으며 단속 추진 과정에서의 애로사항과 주민 의견 등을 청취했다.
이번 점검은 대통령이 지난달 24일 국무회의에서 하천·계곡 내 불법점용 시설 전수조사 강화를 지시한 데 따른 것으로, 도는 이 지침에 따라 3월 한 달간 1차 전수조사를 실시한다.
보령시는 지난해 행정대집행을 통해 성주천과 먹방천 일대 불법점용 사업장 37곳(성주천 30곳, 먹방천 7곳)을 철거했다. 이 과정에서 인력 243명, 장비 15대가 투입돼 좌판 1,101개와 물막이 구조물 41개를 철거하고 하상 정리를 마무리한 바 있다.
충남도는 이번 전수조사에서 불법 시설이 확인될 경우 사전 구두 통보 없이 원상복구 명령을 즉시 내리고, 1차(10일)·2차(5일) 계고 후에도 미이행 시 고발과 과태료 부과, 행정대집행을 병행하는 등 무관용 원칙으로 대응할 계획이다.
도는 또한 보령의 정비 사례를 도내 전 시군에 공유하고, 단속 체계와 행정 지원을 강화해 하천·계곡 내 불법점용 문제를 근본적으로 해소한다는 방침이다.
홍종완 행정부지사는 “시군과 협력해 불법점용 시설 단속에 빈틈이 없도록 하겠다”며 “선제적인 정비를 통해 재해 위험을 막고 도민 안전을 지켜나가겠다”고 말했다.
