충남도가 경기 침체로 어려움을 겪는 소상공인의 재도약을 돕기 위해 ‘2026년 경영 위기 소상공인 재기 지원사업’을 본격 추진한다. 이번 사업은 경영 정상화부터 재창업까지 단계별 맞춤형 지원을 통해 실질적 회복 기반을 마련하는 데 초점을 두고 있다.
충남도와 충남경제진흥원은 8일 “전문가 컨설팅, 자금 지원, 재창업 지원을 포함한 종합적 재기 프로그램을 올해부터 가동한다”며 “총사업비 29억 8000만 원을 투입한다”고 밝혔다.
지원 대상은 전년 대비 월평균 매출이 줄어든 소상공인과 폐업 후 새 출발을 준비하는 예비 재창업자다. 경영 개선 분야는 2024년 12월 31일 이전 창업한 사업자 중 매출이 감소한 업소가, 재창업 분야는 폐업 상태이거나 업종 전환을 준비 중인 소상공인이 포함된다.
지원 내용은 △경영 진단 △전문가 멘토링(3회) △사업화 자금 지원으로 구성된다. 경영 개선형 소상공인은 최대 660만 원, 재창업형은 최대 850만 원까지 지원받을 수 있다. 평가 결과에 따라 상위 20%에게는 인센티브를 부여하고 하위 20%는 지원액을 조정하는 차등 방식으로 운영해 성과 유인을 강화했다.
올해 사업은 현장 방문과 빅데이터 분석을 결합한 ‘집중 진단 시스템’을 도입해 실효성을 높인다. 지난해 만족도가 높았던 전문가 멘토링도 1회에서 3회로 확대된다. 도는 2월 27일부터 3월 26일까지 공모 접수를 진행한 뒤, 4~5월 진단과 평가를 거쳐 6월부터 본격 지원에 나설 예정이다.
충남도 관계자는 “지난해 참여자의 99%가 사업에 만족했다고 답했다”며 “단순한 일회성 지원이 아니라, 위기 이후 재도약할 수 있도록 체계적인 성장 시스템을 구축하겠다”고 말했다.
한편 충남도는 새출발기금 채무조정자를 대상으로 별도 재기 지원사업도 3월 중 공고할 계획이다. 이 사업에는 충남경제진흥원과 새출발기금이 협력해 자금과 컨설팅을 함께 제공한다.
