앞서 군은 대소면의 인구가 꾸준히 증가하고 도시화가 빠르게 진행됨에 따라, 늘어나는 행정 수요에 능동적으로 대응하고 주민들에게 양질의 행정서비스를 제공하기 위해 조기 읍 승격을 추진해 왔다.
기본계획 수립, 주민 의견 수렴, 군의회 의견 수렴 등 관련 행정절차를 발 빠르게 밟았으며, 지난 1월 충북도를 거쳐 행정안전부에 ‘읍 설치 건의서’를 제출했다.
지방자치법상 읍 승격을 위해서는 인구 2만 명 이상을 유지해야 하며, 전체 인구의 40% 이상이 시가지에 거주하고 상업·공업 등 도시적 산업에 종사하는 가구 비율이 40% 이상이어야 한다.
