이번 조사는 경상북도와 영천시가 공동으로 진행하는 통계조사로, 시민의 삶의 질과 생활환경, 사회적 인식 등을 종합적으로 파악해 지역 맞춤형 정책 수립과 행정서비스 개선을 위한 기초자료로 활용하기 위해 마련됐다.
조사 대상은 영천시에서 표본으로 선정된 약 900여 가구로, 해당 가구에 거주하는 만 15세 이상 가구원을 대상으로 진행된다. 조사는 시에서 선발한 조사요원이 각 가구를 직접 방문해 조사표를 활용한 면접 방식으로 실시한다.
조사 문항은 시민들의 생활 전반을 파악하기 위해 12개 부문 49개 항목으로 구성됐다. 주요 내용은 ▲주관적 행복 수준 ▲가구 및 가족 관계 ▲주거와 생활환경 ▲지역 산업에 대한 인식 ▲건강 상태와 건강관리 ▲안전 ▲문화·여가 활동 ▲교육 ▲교통 ▲정보통신 이용 등 시민 일상과 밀접한 분야를 포함하고 있다.

영천시는 원활한 조사 진행을 위해 조사요원 사전교육을 실시했으며, 조사 과정의 신뢰 확보를 위해 모든 조사요원이 공식 방문증을 패용하고 가구를 방문할 예정이다. 시민들은 조사요원의 방문증을 확인한 뒤 조사에 응답하면 된다.
또한 이번 조사에서 수집되는 모든 정보는 통계법에 따라 통계 작성 목적 외에는 사용되지 않으며, 개인정보는 엄격한 보안 절차에 따라 관리된다. 개별 가구나 개인 정보는 외부에 공개되지 않고 통계 자료로만 활용된다.
영천시 관계자는 “사회조사는 시민들의 실제 생활 여건과 다양한 의견을 정책에 반영하기 위한 중요한 기초자료”라며 “표본으로 선정된 가구의 응답이 향후 영천시 정책과 행정서비스 개선에 도움이 되는 만큼 시민들의 적극적인 참여와 협조를 부탁드린다”고 말했다.
