또한 생활폐기물을 소각하거나 매립하기 전 재활용 가능한 자원을 분리하는 전처리 과정을 위무화하여 자원순환 원칙을 강화하고, 폐기물처리업 허가 단계에서도 폐기물 발생지역, 반입 규모, 지역 환경수용능력 등을 고려해 허가 조건을 부과할 수 있도록 하는 법적 근거를 마련했다.
이를 통해 생활폐기물의 무분별한 광역 이동을 예방하고, 특정 지역에 폐기물 처리 부담이 집중되는 구조를 완화하는 한편 보다 합리적이고 지속가능한 폐기물 관리 체계를 마련하겠다는 취지다.
이광희 의원은 “수도권에서 발생한 쓰레기가 처리시설 부족을 이유로 지방으로 이동하는 구조는 장기적으로 지속가능하지 않다”며 “폐기물은 발생한 지역에서 책임 있게 처리한다는 원칙이 정책적으로 분명히 작동해야 한다”고 밝혔다.
이어 “충북 청주를 포함한 지방 주민들이 환경 부담을 일방적으로 떠안는 구조는 반드시 개선되어야 한다”며 “이번 법안이 지역 간 형평성을 높이고 보다 책임 있는 폐기물 관리 체계를 만드는 계기가 되기를 기대한다”고 말했다.
