대전광역시의회가 인공지능(AI) 대전환 시대를 맞아 시의원들의 의정 활동에 첨단 기술을 접목하기 위한 역량 강화 방안 마련에 나섰다.
시의회 혁신자문위원회는 10일 의회 소통실에서 올해 첫 회의를 열고, 데이터와 AI를 활용한 과학적 의정 서비스 구현을 집중 논의했다.
이번 회의는 행정 전반에 가속화되는 AI 도입 흐름에 발맞춰 시의회의 입법 및 정책 분석 능력을 한 단계 높여야 한다는 공감대 속에서 이뤄졌다.
조원휘 의장과 정교순 위원장을 비롯한 12명의 자문위원은 급변하는 기술 트렌드에 대응하는 구체적인 혁신 과제들을 쏟아냈다.
자문위원들은 시의원이 각 상임위원회 업무에 정통해야 한다는 기본 원칙을 전제로 의원 및 사무처 구성원의 AI 활용 능력 향상 프로그램 도입 ,의회 내 AI 정책 전담 부서 신설 검토 ,데이터 기반의 정교한 정책 분석 역량 배양 등 실질적인 대안을 제시했다.
조원휘 의장은 “폭풍처럼 밀려오는 AI 대전환 시대에 의정 역량을 강화하는 것은 곧 지역 발전과 시민 행복으로 직결되는 중대한 과제”라며 “시대적 흐름에 맞춰 의회의 전문성을 높일 수 있는 자문 의견들을 정책에 적극 반영하겠다”고 의지를 밝혔다.
정교순 위원장 역시 “모든 행정 서비스 분야에 AI가 도입되는 전면적 혁신이 예상되는 만큼, 의회의 견제와 감시 기능 역시 디지털 기반으로 고도화되어야 한다”고 안건 선정 배경을 설명했다.
지난해 7월 조원휘 의장 취임과 함께 출범한 혁신자문위원회는 학계, 법조계, 시민단체 등 각계 전문가들이 모인 의장 직속 기구다. 출범 이후 지금까지 총 7차례의 회의와 토론회를 거치며 대전시의회의 합리적인 운영과 혁신을 위한 ‘브레인’ 역할을 수행하고 있다.

The City Council Innovation Advisory Committee held its first meeting of the year on the 10th in the Council Communication Room and focused on implementing scientific legislative services utilizing data and AI.
The meeting was held amidst a consensus that the city council's legislative and policy analysis capabilities must be further enhanced in line with the accelerating adoption of AI across the administration.
Chairman Cho Won-hwi and Chairperson Jeong Gyo-soon, along with 12 advisory committee members, outlined specific innovation initiatives to address rapidly evolving technological trends.
Based on the fundamental principle that council members should be well-versed in the work of each standing committee, the advisory committee proposed practical solutions, including introducing programs to enhance the AI capabilities of council members and secretariat staff, considering the creation of a dedicated AI policy department within the council, and fostering sophisticated data-driven policy analysis capabilities.
Speaker Cho Won-hui stated, "Strengthening legislative capacity in the era of the impending AI revolution is a critical task directly linked to regional development and citizen well-being. We will actively incorporate advisory opinions that enhance the council's expertise in line with the times into our policies."
Chairperson Jeong Gyo-soon also explained the rationale behind selecting the agenda, stating, "With the anticipated introduction of AI across all administrative services, a comprehensive innovation is expected. Therefore, the council's checks and balances must also be enhanced through digital platforms."
Launched in July of last year with Speaker Cho Won-hui's inauguration, the Innovation Advisory Committee is a body directly under the Speaker, comprised of experts from academia, law, and civic groups. Since its inception, it has held seven meetings and forums, serving as the "brain" for the rational operation and innovation of the Daejeon City Council.
