이번 보고회는 지난해 10월 개최된 APEC 정상회의 이후 ‘포스트 APEC’ 시대에 대비해 관련 사업을 지속 가능한 지역 성장 자산으로 발전시키고, 민선8기 핵심 역점사업의 안정적 추진과 미래 성장 동력 확보를 위한 신규 사업 발굴 및 국비 확보 전략을 논의하기 위해 마련됐다.
시는 대내외 경제 여건과 정부 재정 운용 방향을 종합적으로 고려해 △신규사업 36건 △계속사업 123건 등 총 159개 사업에 대해 1조 88억 원 규모의 국비 지원을 정부에 건의할 계획이다. 이들 사업의 총사업비는 7조 979억 원에 달한다.
특히 시는 ‘대한민국을 넘어 세계로 나아가는 포스트 APEC 추진’과 ‘APEC 레거시를 지속 가능한 성장 플랫폼으로 발전’이라는 비전을 바탕으로 미래 산업, 관광, 사회간접자본(SOC), 안전 분야를 중심으로 핵심 사업을 선정해 전략적인 국비 확보에 나설 방침이다.
주요 신규 사업으로는 △지역 주도형 AI 대전환 사업(70억 원) △SMR 인증지원센터 설립(20억 원) △배동지구 자연재해위험개선지구 정비사업(7억 원) △양남~감포2 국도 건설(30억 원) △국립 APEC기념 공공외교센터 설립(150억 원) △APEC 기념 보문관광단지 랜드마크 조성(10억 원) 등이 포함됐다.
또한 계속사업으로는 △대릉원 일원(쪽샘지구 등) 발굴·정비(84억 원) △대한민국 역사박물관 경주분관 건립(167억 원) △양성자가속기 성능 확장사업(142억 원) △SMR 제작지원센터 설립(30억 원) △형산강 하천정비사업(1,600억 원) △농소~외동 간 국도 4차로 건설(475억 원) 등이 있다.
경주시는 이번 보고회에서 논의된 사업 외에도 국가 정책 방향과 연계한 신규 사업을 지속적으로 발굴하고, 2027년도 핵심 국비 사업이 정부 예산에 반영될 수 있도록 중앙부처와 국회 등을 대상으로 전방위적인 대응에 나설 계획이다.
이를 위해 국비 확보 전 과정을 체계화한 매뉴얼을 마련하고 단계별 대응 전략을 구체화하는 등 전략적·선제적 대응 체계를 구축할 방침이다.
주낙영 경주시장은 “APEC 이후 경주의 새로운 성장 기반을 국가사업과 연계해 확장하는 것이 중요하다”며 “정부 정책과 연계한 전략적 사업 발굴을 통해 미래 성장 동력을 확보하고 지역 재도약의 기반을 마련하는 데 모든 행정력을 집중하겠다”고 말했다.

On the 10th, Gyeongju City held a "2027 National Funding Support Project Report Meeting" at City Hall's Alcheon Hall, presided over by Mayor Joo Nak-young. Approximately 100 participants, including department heads responsible for major national funding projects, attended the meeting.
This meeting was organized to discuss strategies for developing relevant projects into sustainable regional growth assets and securing national funding in preparation for the post-APEC era, following the APEC Summit held last October. The aim was to ensure the stable implementation of key initiatives of the 8th elected government and secure future growth engines. This strategy included identifying new projects and securing national funding.
Taking a comprehensive approach to domestic and international economic conditions and the government's fiscal management direction, the city plans to propose KRW 1.088 trillion in national funding to the government for 159 projects, including 36 new projects and 123 ongoing projects. The total cost of these projects amounts to 7.0979 trillion won.
In particular, based on the vision of "promoting a post-APEC strategy that goes beyond Korea and reaches out to the world" and "developing the APEC legacy into a sustainable growth platform," the city plans to strategically secure national funding by selecting key projects focused on future industries, tourism, social infrastructure (SOC), and safety.
Key new projects include the regionally-led AI transformation project (7 billion won), the establishment of an SMR certification support center (2 billion won), the Baedong District natural disaster risk improvement zone improvement project (700 million won), the construction of the Yangnam-Gampo 2 National Road (3 billion won), the establishment of the National APEC Commemorative Public Diplomacy Center (15 billion won), and the creation of the APEC Commemorative Bomun Tourist Complex landmark (1 billion won).
Ongoing projects include: excavation and maintenance of the Daereungwon Royal Tomb Complex (including the Jjoksam District) (KRW 8.4 billion); construction of the Gyeongju Branch of the National Museum of Korean Contemporary History (KRW 16.7 billion); expansion of the Proton Accelerator Performance Project (KRW 14.2 billion); establishment of an SMR Manufacturing Support Center (KRW 3 billion); Hyeongsan River Improvement Project (KRW 160 billion); and construction of a four-lane national highway between Nongso and Oedong (KRW 47.5 billion).
In addition to the projects discussed at this briefing, Gyeongju City plans to continue identifying new projects aligned with national policy directions and engage in a comprehensive response with central government agencies and the National Assembly to ensure that key national projects for 2027 are reflected in the government budget.
To this end, the city plans to establish a strategic and proactive response system, including developing a manual that systematically organizes the entire national funding process and specifying a phased response strategy.
Gyeongju Mayor Joo Nak-young said, “It is important to expand Gyeongju’s new growth foundation in conjunction with national projects after APEC,” and added, “We will focus all administrative power on securing future growth engines and laying the foundation for a regional leap forward by discovering strategic projects linked to government policies.”
