윤 의원은 11일 오전 대구시당에서 비전 발표회를 갖고, 산업·경제 구조 대전환, 자영업 재도약, 청년 귀환을 핵심 키워드로 내세웠다.
윤 의원은 "모호한 공약이 아닌, 명확한 숫자로 시민 평가를 받겠다"고 강조했다. '더블100 프로젝트'의 핵심은 현재 약 30억 달러 수준인 미래산업 수출을 100억 달러로 끌어올리고, 약 40만 명에 머무는 외국인 관광객 수도 100만 명까지 확대하는 것이다.
윤 의원은 이를 위해 △남부권 '실리콘 힐스' 조성, △앵커기업 유치 및 연구개발 집적, △대구형 스케일업·딥테크 벤처펀드 조성, △산업 인공지능 전환 지원 AX 미래전환지원센터 구축 등을 구상하고 있다고 밝혔다. 관광 부문에서는 팔공산 글로벌 웰니스 관광화, 의료관광 거점화, 전통시장 체험관광 활성화, '대구웰컴패스' 도입 등을 추진하겠다고 제시했다.
자영업 대책으로는 '자영업 리부트 프로젝트'를 통한 침체상권 회복에 나설 계획이다. 특히 대구백화점 본점을 체험형 플래그십 공간과 인터랙티브 박물관이 결합된 복합 랜드마크로 재탄생시켜, 동성로 상권 부흥의 전진기지로 삼겠다는 구상도 내놨다.
청년 정책으로는 '청년 컴백 프로젝트'를 내세웠다. 윤 의원은 이주비와 주거, 창업 지원을 포함한 청년 리턴 패키지, 비경제활동 청년 대상 응원수당, 천원 주택·상가·오피스 공급, 산업 인공지능 인재 양성을 위한 'AX 미래인재 캠퍼스' 조성 등을 계획 중이라고 밝혔다.
윤 의원은 "대구백화점 본점 활용 방안과 관련해 민간 소유 시설을 지역 내 공공기관이 바로 매입하는 건 현실적으로 쉽지 않다"며 "소유주와 협의해 임대 또는 민관협력 방식 등 현실적인 대안을 찾겠다"고 설명했다.
팔공산 관광 개발에 대해서는 "환경 보전을 최우선 원칙으로 삼고, 주민·환경단체·전문가와 협의해 보전 가능한 범위 내에서 관광 개발 모델을 마련하겠다"고 강조했다.
윤 의원은 "대구는 섬유산업으로 대한민국 산업화를 견인한 도시"라며 "이번에는 미래산업 수출 100억 달러 달성을 통해 산업 구조 대전환을 이루고, 대구의 명예를 다시 세우겠다"고 포부를 밝혔다.

Regarding the use of the Daegu Department Store headquarters, Representative Yoon explained, "Regarding the practicality of a local public institution directly purchasing privately owned facilities, it is not easy." He added, "We will consult with the owner to find practical alternatives, such as leases or public-private partnerships."
Regarding the Palgongsan Mountain tourism development, Representative Yoon emphasized, "We will prioritize environmental conservation and, in consultation with residents, environmental groups, and experts, develop a tourism development model within the scope of conservation."
