충남도의회가 생성형 AI를 활용해 주민자치의 참여 장벽을 낮추는 '디지털 자치' 모델을 본격 추진한다. 12일 천안시 봉명커뮤니티센터에서 열린 ‘AI 활용 주민자치 활성화 연구모임’(대표 안종혁 의원) 발족식 겸 연구용역 착수보고회에서 이러한 비전이 제시됐다.
이 모임은 데이터 분석과 AI를 접목해 기존 자치 활동의 계층 편중 문제를 해결하고, 시간·공간 제약 없는 온라인 참여 환경을 구축하는 데 초점을 맞췄다.
안종혁 의원(천안3·국민의힘)을 비롯해 박정수 의원(천안9·국민의힘), 충남도 자치행정과 관계자, 선문대 이종익 교수 등 전문가들이 모여 열띤 토론을 벌였다.
착수보고회에서는 주민 참여 데이터 분석으로 저해요인 진단 ,AI 기반 의사결정 지원 플랫폼 개발 ,디지털 소외계층 대상 AI 교육 모델 ,주민 의견을 정책으로 즉시 연결하는 선순환 체계 등 핵심 과제가 논의됐다.
특히 일상어로 올라온 주민 아이디어를 AI가 정책어로 변환·분석해 행정에 전달하는 '지능형 자치 모델'이 주목받았다.
연계된 ‘AI 활용 주민자치 활성화 연구’ 용역은 현황 조사, 전문가 자문, 주민 의견 수렴을 통해 5월까지 정책 대안을 도출한다.
안종혁 의원은 “충남은 자치의 '양적 성장'을 넘어 청년·직장인 참여를 확대해야 할 때”라며 “AI로 도민의 자치 효능감을 높여 충남을 디지털 자치 선도 모델로 만들겠다”고 강조했다.
충남도의회는 연구 성과를 바탕으로 AI 플랫폼 운영의 법적 근거를 마련하고, 도내 15개 시군에 확대 적용한다는 계획이다.

South Chungcheong Provincial Council is actively pursuing a "digital autonomy" model that utilizes generative AI to lower barriers to participation in local autonomy. This vision was presented at the launch ceremony and research project briefing of the "AI-Used Local Autonomy Activation Research Group" (Representative: Assemblyman Ahn Jong-hyuk), held at the Bongmyeong Community Center in Cheonan on the 12th.
The group focused on integrating data analysis and AI to address the problem of class bias in existing local autonomy activities and to create an online participation environment free from time and space constraints.

The launch briefing session discussed key tasks, including diagnosing barriers to participation through resident participation data analysis, developing an AI-based decision-making support platform, an AI education model for the digitally disadvantaged, and a virtuous cycle system that immediately translates resident opinions into policy.
In particular, the "Intelligent Autonomy Model" drew attention, where AI converts resident ideas submitted in everyday language into policy language, analyzes them, and relays them to the administration.
The related "AI-Used Resident Autonomy Activation Research" project will develop policy alternatives by May through a current status survey, expert consultation, and resident feedback.
Councilmember Ahn Jong-hyuk emphasized, "South Chungcheong Province must move beyond 'quantitative growth' in local autonomy and expand the participation of young people and working professionals." He added, "We will use AI to enhance residents' self-government efficacy, making South Chungcheong Province a leading model for digital autonomy."
Based on the research findings, the South Chungcheong Provincial Council plans to establish a legal basis for operating the AI platform and expand its application to all 15 cities and counties in the province.
