세종시장 선거전이 본격화된 가운데 김수현 더불어민주당 예비후보가 12일 ‘문화예술인 기본소득’ 도입과 ‘생활 스포츠 콤플렉스’ 조성 등 세종형 경제·문화 혁신 공약을 잇따라 내놨다. 두 공약 모두 ‘빈 공간·빈 경제를 채우는 도시 전략’으로 요약된다.
김 후보는 이날 세종시청에서 기자회견을 열고 “예술가가 배고프지 않은 도시, 시민이 일상 속에서 문화를 즐기는 도시를 만들겠다”며 전국 광역자치단체 가운데 최초로 문화예술인에게 기본소득을 지급하겠다고 밝혔다.

또한 조치원 전통시장 영수증으로 시설 이용료를 할인받는 ‘상생 포인트제’, 100% 에너지 자립형 스마트 운영 시스템 등 차별화된 지역 상생 모델도 제시했다.
김 예비후보는 “문화예술인 기본소득과 상생 포인트제는 지원이 아니라 투자”라며 “비어 있는 공간을 채우고, 단절된 지역의 숨결을 잇는 일로 세종의 활력을 되살리겠다”고 말했다.
그는 그간 교육·돌봄·교통 등 현안을 주제로 시민과의 ‘경청투어’를 진행해온 만큼, “현장 속에서 시민이 체감할 실질적 정책을 꾸준히 내놓겠다”고 덧붙였다.
