브레이크뉴스 최애리 기자= 비어업인의 수산자원 포획·채취 기준에 ‘시간’과 ‘장소’ 제한을 추가하는 내용의 법 개정안이 국회를 통과한 데 대해 수협중앙회가 환영의 뜻을 밝혔다.
수협중앙회는 12일 보도자료를 통해 "이원택 의원이 대표 발의한 수산자원관리법 개정안이 이날 국회 본회의를 통과했다"면서 이같이 말했다.
이번 개정안의 핵심은 비어업인의 수산자원 포획·채취 제한 기준에 ‘시간’과 ‘장소’를 새롭게 포함한 것이다.
그동안 관련 규정은 어구, 방법, 수량 등으로만 제한돼 있어 현장에서 무분별한 채취 행위를 막는 데 한계가 있다는 지적이 제기돼 왔다. 실제로 어촌 현장에서는 비어업인이 해루질을 통해 해안에서 수산물을 잡아가는 행위로 인해 어업인과 갈등이 지속돼 왔다.
특히 야간에 고성능 장비까지 착용한 채 바다로 들어가 양식 수산물까지 채취해가는 사례가 늘어나면서 어업인들의 생계 피해와 안전사고 우려도 커지고 있다는 지적이 이어졌다.
그러나 이번 법 개정으로 야간 해루질에 따른 안전사고를 예방하고 마을 어장 등 특정 구역에서의 무분별한 해루질을 규제할 수 있는 법적 근거가 마련됐다.
앞으로는 지방자치단체가 지역 여건을 고려해 해루질이 가능한 시간과 장소를 조례로 정할 수 있게 된다.
수협중앙회측은 이번 개정안 통과에 대해 "어업인의 생계 보호와 수산자원 회복의 전환점이 될 것"이라고 기대감을 드러냈다.
수협중앙회는 그동안 국회와 정부를 상대로 해루질로 인한 피해 사례를 설명하며 규제 강화를 지속적으로 건의해 왔다. 특히 노동진 수협중앙회장은 전국 어촌 현장을 돌며 어업인들의 의견을 수렴하고 법 개정의 필요성을 강조해 왔다.
노 회장은 “이번 법 개정은 밤낮없이 이어지는 해루질로 어려움을 겪어 온 어업인들에게 가뭄의 단비 같은 소식”이라며 “법안을 대표 발의한 이원택 의원과 해양수산부 관계자들에게 감사한다”고 밝혔다.
이어 “앞으로도 바다가 삶의 터전인 어업인들이 안심하고 생업에 종사할 수 있도록 제도적 보완과 현장 지원에 최선을 다하겠다”고 덧붙였다.
한편 수협중앙회는 각 지역 수협과 협력해 지방자치단체별 특성에 맞는 ‘해루질 관리 조례’가 조속히 제정될 수 있도록 지원할 계획이다.
