국토교통부는 지난 11일 음성군을 포함한 공공토지 비축사업 대상지를 최종 발표했다.
군은 음성읍 평곡리 일원에 약 4800억 원을 투입해 발전소 폐열을 활용한 대규모 스마트농업단지 조성과 배후주거단지 및 역세권 개발 등 대규모 사업을 추진하고 있다.
특히 해당 지역이 앞서 ‘투자선도지구’로 선정된 점을 비롯해 국가정책 부합성, 사업 시급성, 실현 가능성 등에서 높은 평가를 받으며 이번 국토교통부의 공공토지 비축사업 공모에 최종 선정됐다.
이번 공모 선정으로 비축되는 토지는 전체 사업 부지 중 우선 추진되는 74만5천㎡ 규모로, 721억 원의 토지매입 비용이 반영됐다.
공공토지 비축사업은 국토교통부 공모사업으로, 공모에 선정되면 LH(한국토지주택공사)가 LH토지은행 재원을 통해 해당 토지를 사전에 매입한 뒤, 지자체에서 필요한 시점에 이를 공급받는 방식으로 진행된다.
이를 통해 군은 보상 업무를 LH에 위탁해 행정인력 낭비를 줄이고, 일괄 보상을 통해 지가 상승분을 억제함으로써 약 72억 원(최대 10%)의 재정 절감 효과를 거둘 것으로 기대하고 있다.
군은 이번 선정을 계기로 스마트농업타운 내에 조성될 스마트원예단지, 청년농촌보금자리주택 등 연계 공모사업을 속도감 있게 추진하는 한편, 관련 기업 유치에도 본격적으로 나설 계획이다.
군 관계자는 “이번에 선정된 공공토지 비축사업은 그린에너지 스마트농업타운 조성에 필요한 토지를 조기에 확보해 적기에 공급하는 중요한 사업이 될 것”이라며 “앞으로도 그린에너지 스마트농업타운의 실행력을 높여 2030 음성시 건설의 기틀을 다질 수 있도록 최선을 다하겠다”고 말했다.
