정명국 대전시의원(국민의힘, 동구3)이 민간위탁사업 결산 검증 제도 개선을 주도하며, 세무사 참여 확대를 통해 재정 투명성을 높이겠다고 밝혔다.
대전시의회 행정자치위원회는 12일 정명국 의원을 좌장으로 대전지방세무사회와 정책간담회를 열고 민간위탁사업 결산 검증 제도 합리화를 논의했다.
정 의원은 시 관계자와 세무사들이 참여한 자리에서 현재 제도의 운영 실태와 개선 방안을 집중 검토했다.
현재 대전시는 민간위탁 결산 검증을 자체 또는 외부기관(주로 회계법인)으로 진행하나, 지방보조금법 준용으로 세무사 참여가 제한적이다.
정명국 의원은 “결산 검증은 회계감사와 성격이 다르다”며 최근 대법원 판결(2024.10.25, 2022추5125)을 인용, 세무사 참여 가능성을 강조했다.
대전지방세무사회는 회계법인 독점에 반대하며, 광주시 등 타 지자체의 세무사 참여 조례 개정 사례를 제시했다.
정 의원은 “시민 세금의 적정 집행 확인을 위해 세무사 등 전문가 참여를 검토해야 한다”며 “직역 문제가 아닌 공공 이익 우선”이라고 밝혔다.
정명국 의원은 “재정 투명성과 시민 이익 보호를 위해 제도 정비를 모색하겠다”며 공공의 이익 중심 합리화 방안을 추진하겠다고 다짐했다.
