충남 서산시의회가 13일 제312회 임시회 제2차 본회의를 열고 4일간 일정을 마감하며, 총 42개 안건을 처리했다. 이번 회기는 제9대 의회의 사실상 마지막 회기로, 2026년 제1회 추가경정예산안(추경안)과 조례안 22건 등을 심의·의결했다.
예산결산특별위원회(위원장 김용경)가 심사한 추경안은 기정예산 1조 3067억 원에서 77억 원(0.6%) 증액된 1조 3144억 원 규모로 집행부 원안대로 가결됐다.
제1회 추가경정기금운용변경계획안도 원안 가결되며 민생 예산 집행 기반을 마련했다.
행정문화복지위원회(위원장 강문수)는 21개 안건 중 20건 원안 가결과 1건 수정 가결을 이뤘다.
가선숙·안원기·한석화 의원 발의 생활임금 조례안, 시세 감면 조례안, 발달장애인 배상책임보험·장애인 보조견 지원 조례안 등이 원안 통과됐으며, 지역상품 우선구매 조례 일부개정안은 수정 가결됐다.
공무원 직무관련 소송비용 지원 조례 일부개정안은 문수기 의원 반대토론·이정수 의원 찬성토론 후 찬성 9·반대 5로 원안 가결됐다.
산업건설위원회(위원장 안동석)는 15개 안건을 9건 원안 가결, 2건 수정 가결, 4건 의견 제시로 처리했다.
김용경·안원기 의원 발의 종이사용 줄이기·양봉산업 지원 조례안 등이 원안 가결됐고, 택시운송사업·공동주택관리 분쟁조정 조례 일부개정안은 수정 가결됐다. ‘2035 서산시 도시재생전략계획 재정비(안)’에 의견 제시도 채택됐다.
본회의 시작 전 김용경(화재 예방), 문수기(소나무재선충병), 강문수(원천천 정비사업), 최동묵(농업기계 폐타이어), 가선숙(학교생활물품 지원) 의원이 5분 자유발언을 했으며, 가선숙 의원의 신상발언으로 마무리됐다.
