고물가와 고금리 여파로 위축된 지역 경제를 살리기 위해 천안시가 공공부문 재정 집행에 속도를 내며 '경제 구원투수'로 나섰다.
천안시는 대규모 예산을 상반기에 집중 투입해 시민들이 체감할 수 있는 경기 부양 효과를 이끌어내겠다는 복안이다.
이를 위해 천안시는 13일 시청 중회의실에서 김석필 천안시장 권한대행(부시장) 주재로 '2026년 1분기 신속집행 추진대책 보고회'를 열고 본격적인 재정 투입 전략을 점검했다.
이번 보고회는 부서별 주요 사업의 진행 상황을 정밀하게 진단하고, 집행률을 끌어올리기 위한 구체적인 해법을 모색하기 위해 마련됐다는게 천안시의 설명이다.
올해 천안시가 설정한 신속집행 전체 대상액은 총 1조 370억 원 규모다.
천안시는 이 중 30%에 해당하는 3,111억 원을 오는 3월 말까지 우선 집행하고, 상반기 내에는 전체의 53%인 5,496억 원을 현장에 풀 계획이다. 11일 기준 천안시는 이미 2,115억 원을 집행하며 목표 달성을 향한 순항을 이어가고 있다.
천안시는 실질적인 집행 효과를 극대화하기 위해 행정안전부의 신속집행 활용 지침을 적극 도입한다. 특히 예산 집행의 병목 현상을 해결하기 위해 행정 절차를 대폭 간소화하기로 했다.
이를 위해 일상감사와 계약심사 처리 기간을 최소화한 심사 기간 단축과 신속한 계을 위해 낙찰자 결정을 위한 적격심사를 3일 이내로 단축하고 긴급입찰 제도를 적극 활용한다는 계획이다.
천안시는 또 자금 공급 활성화를 위해 선금급 집행을 장려해 시중 자금 유동성을 확보한다는 복안이다.
특히 대규모 투자사업과 시설비 사업에 대해서는 철저한 공정 관리를 시행하며, 투자심사 지원 및 성립 전 예산 사용 제도 등을 총동원해 집행 과정의 장애 요인을 선제적으로 차단할 방침이다.
이날 회의를 주재한 김석필 권한대행은 공공부문 역할의 중요성을 거듭 강조했다.
김 권한대행은 "지속되는 경제 위기 속에서 공공 재정의 신속한 투입은 지역 경제 활성화를 위한 필수적인 마중물"이라며, "단순한 수치 달성을 넘어 시민들의 삶에 온기가 전달될 수 있도록 모든 부서가 행정력을 집중해달라"고 당부했다.
