이현숙 의원 주도 ‘주민자치 연구자료 활용 방안 연구모임’ 공식 발족
사장되는 연구 데이터 전수 분석... 실질적 제도 개선 및 행정 실행력 확보 주력
현장 경험과 이론의 괴리 좁혀 ‘체감형 주민자치’ 모델 구축 목표

충남도의회가 그동안 산발적으로 진행되어 온 주민자치 관련 연구 성과들을 실제 정책과 행정에 녹여내기 위한 ‘정책 연결고리’ 마련에 나섰다. 연구실에 머물던 데이터들을 현장의 제도 개선으로 이어지게 하겠다는 취지다.
도의회 ‘주민자치회 연구자료 활용 방안 연구모임’(대표 이현숙)은 13일 충남창업마루나비 IR룸에서 발족식을 열고, 주민자치 정책 연구 성과의 실질적 활용 방안을 모색하기 위한 본격적인 활동에 돌입했다.
그동안 충남도 내에서는 주민자치 활성화를 목적으로 수많은 정책 연구와 현장 실태조사가 이뤄져 왔다. 하지만 이러한 연구 결과들이 실제 조례 개정이나 예산 편성, 행정 서비스 개선 등 구체적인 정책 실행으로 이어지는 동력은 미흡했다는 지적이 꾸준히 제기되어 왔다.
이번 연구모임은 바로 이 지점에 주목한다. 기존에 축적된 방대한 연구 성과를 종합적으로 분석·재정리하고, 왜 연구가 정책으로 연결되지 못했는지 그 원인을 과학적으로 진단할 계획이다. 이를 통해 연구 데이터가 행정의 실행력으로 전환될 수 있는 제도적 기반을 마련하는 것이 핵심 과제다.
연구모임은 이현숙 의원(비례·국민의힘)이 지휘봉을 잡고, 충남연구원 장창석 연구원이 실무 간사를 맡아 전문성을 더했다.
또한 박정수 의원(천안9·국민의힘), 신한철 의원(천안2·국민의힘) 등 현장 중심의 의정활동을 펼치는 도의원들과 관련 분야 외부 전문가 등 총 11명이 합류했다. 이들은 단순한 이론 검토를 넘어, 주민자치 정책이 도민들의 삶 속에서 실제 작동할 수 있는 '실전형' 대안을 도출하는 데 머리를 맞댈 예정이다.
모임의 대표인 이현숙 의원은 "주민자치는 민주주의의 뿌리지만, 그동안의 연구들이 종이 위에서만 머물러 있었던 것은 아닌지 돌아봐야 한다"며 문제의식을 드러냈다.
이 의원은 이어 "이번 연구모임의 목표는 명확하다. 파편화된 연구 성과를 체계적으로 엮어내고, 이를 바탕으로 도민들이 피부로 느낄 수 있는 조례 제·개정과 구체적인 정책 제안을 이끌어내는 것"이라며 "주민자치 정책이 현장에서 공허한 구호가 되지 않도록 행정 실행력을 높이는 데 모든 역량을 집중하겠다"고 강조했다.

The Chungnam Provincial Council has launched a "policy linkage" to integrate the results of sporadic research on resident autonomy into actual policy and administration. The goal is to translate data previously confined to the laboratory into on-site system improvements.
The Provincial Council's "Research Group on Utilizing Resident Autonomy Research Data" (Representative Lee Hyun-sook) held its inaugural ceremony on the 13th in the Chungnam Startup Marunavi IR Room and began full-scale activities to explore practical ways to utilize the findings of resident autonomy policy research.
Numerous policy studies and field surveys have been conducted in Chungnam Province to promote resident autonomy. Furthermore, eleven members, including Representative Park Jeong-soo (Cheonan 9, People Power Party) and Representative Shin Han-cheol (Cheonan 2, People Power Party), who are actively engaged in legislative activities, as well as external experts in related fields, have joined the group. Beyond mere theoretical review, the group plans to collaborate on developing practical alternatives that will enable resident autonomy policies to truly impact the lives of residents.
Councilmember Lee Hyun-sook, the group's representative, expressed concern, saying, "Local autonomy is the root of democracy, but we must reflect on whether previous research has remained solely on paper."
Councilmember Lee continued, "The goal of this research group is clear. We will systematically compile fragmented research findings and, based on these findings, develop ordinances and amendments and concrete policy proposals that residents can actually benefit from. We will focus all our efforts on enhancing administrative execution so that local autonomy policies do not become empty slogans on the ground."
