대전광역시의회 이금선 의원(국민의힘, 유성구4)이 정부와 한국전력공사가 추진 중인 대규모 송전선로 건설 사업을 강하게 비판하며 사업의 전면 재검토를 촉구하고 나섰다.
이 의원은 16일 열린 제295회 임시회 제1차 본회의에서 ‘신계룡-북천안 송전선로 건설사업 전면 재검토 촉구 건의안’을 대표 발의했다.
이번 건의안은 수도권 산업단지의 전력 공급을 목적으로 하는 장거리 송전망 확충 사업이 대전의 주거 환경과 국가적 상징 공간을 심각하게 훼손할 수 있다는 우려를 담고 있다.
이금선 의원은 제안설명을 통해 현재 정부가 추진 중인 에너지 정책의 모순점을 날카롭게 꼬집었다.
정부가 '분산에너지 활성화 특별법'에 따라 에너지 생산과 소비의 지역화를 추진하고 있음에도, 한전이 여전히 대규모 송전선로 건설을 강행하며 지역 갈등을 부추기고 있다는 지적이다.
특히 이 의원은 “수도권의 막대한 전력 수요를 충당하기 위해 대전은 일방적인 희생만을 강요받고 있다”며 “대전을 단순히 수도권 전력 공급을 위한 백업기지나 송전 통로로 전락시키는 것은 지역 균형발전이라는 국가 정책 기조를 정면으로 부정하는 행위”라고 일갈했다.
사업 예정지로 거론되는 유성구 노은동, 진잠·학하동과 서구 기성·관저2동 일대는 대전의 핵심 주거 및 교육 인프라가 밀집된 지역이다.
이 의원은 고압 송전탑 설치가 강행될 경우 시민들의 건강권 위협은 물론 산림 훼손과 도시 경관 저해 등 돌이킬 수 없는 환경 피해가 발생할 것임을 경고했다.
무엇보다 송전선로가 국가적 성지인 국립대전현충원 상공을 통과할 가능성에 대해 깊은 우려를 표했다. 이 의원은 국가적 상징성을 지닌 공간의 가치를 훼손하면서까지 사업을 밀어붙이는 것은 명분 없는 폭거라고 목소리를 높였다.
이 의원은 대규모 국책사업일수록 절차적 정당성과 주민 숙의 과정이 필수적임을 재차 강조했다. 현재 입지 선정 과정에서 주민들이 납득할 만한 공론화가 전혀 이뤄지지 않았다는 점을 지적하며, 일방적인 사업 추진을 즉각 멈추고 원점에서 재검토할 것을 강력히 요구했다.
그는 “수도권에 집중된 대규모 전력 수요를 비수도권으로 분산하는 정책적 결단이 선행되어야 한다”며 “지역에서 생산한 에너지가 지역에서 소비되는 선순환 체계 구축”을 대안으로 제시했다.
