충남도의회 ‘주민참여 햇빛발전 모델 정립 연구모임’이 3월 16일 2차 회의를 열고 경기도 재생에너지 정책 사례를 벤치마킹해 충남 맞춤형 모델을 모색했다.
이번 회의는 경기에너지협동조합 이상명 이사장을 초청해 경기도의 에너지 전환 성공 사례를 공유하고, 충남 주민이 직접 참여해 이익을 나누는 재생에너지 구조를 만드는 방향을 집중 논의했다.
이상명 이사장은 경기도가 추진하는 ‘에너지비전 2030’과 ‘경기 RE100’, 그리고 주민이 생산 과정에 참여하는 ‘에너지 프로슈머’ 모델의 성과를 소개하며, 지역 주민 중심의 에너지 전환 전략을 제안했다.
정병인 의원(천안8, 더불어민주당)은 “재생에너지 확대는 단순 발전시설 설치에 머물지 않고, 주민들이 실제 혜택을 누리는 구조를 만드는 것이 가장 중요하다”며 “경기도가 태양광 시설을 영구시설물에서 제외해 공공부지 활용을 용이하게 만든 것처럼 충남도도 관련 제도를 획기적으로 개선해야 한다”고 강조했다.
연구모임은 이날 토론을 바탕으로 충남형 주민참여 햇빛발전 모델 가이드라인을 마련하고, 이를 정책에 적극 반영해 도민 소득 증대를 도모할 계획이다.
