공사는 2월에 본부소대, 소방소대, 방호·복구소대, 의료·지원소대로 구성되는 직장민방위대를 편성하였으며, 훈련에 앞서 대피·안내 시설, 소방시설 등을 사전 점검하는 등 안전관리에 전력을 기울였다.
이번 훈련은 적의 항공기나 미사일 등 공습 상황을 가정하여 대피소로 신속히 이동하고 공습으로 인한 화재를 대비하는 훈련으로, 민방위 업무 지침에 따라 진행됐다.
훈련은 공습경보 발령 시 대피 유도 요원의 통제에 따라 비상계단을 통해 집결지로 이동하는 대피훈련과, 공습으로 인한 화재 상황을 가정해 소화기 및 소화전을 사용하는 소방 훈련으로 이루어졌다.
