세종특별자치시의회 교육안전위원회(위원장 윤지성)는 17일 제1차 회의를 열고 교육청 관련 조례안 8건을 심사하고, 지방교육재정공시 결과 보고 1건을 청취했다.
이날 위원회는 '세종시교육청 학교체육진흥지역위원회 구성·운영 조례 일부개정조례안' 등 7건을 원안대로 통과시켰으며, 학생 개별 상황에 맞춰 통합 지원체계를 마련하는 '세종시교육청 학생맞춤통합지원 조례안'은 일부 조문을 수정해 가결했다.
윤지성 위원장은 직접 발의한 '공공도서관 도서 기증 활성화 조례안'을 통해 시민과 단체가 도서를 기증할 수 있는 제도적 근거를 마련하고, 도서 지원이 활발히 이루어질 수 있도록 했다.
또한 '학생맞춤통합지원 조례안'을 제안하며 학습 부진, 경계선 지능, 경제·심리적 어려움, 학교폭력 등 다양한 위기 요인에 직면한 학생들을 통합적으로 지원할 시스템 구축의 필요성을 강조했다.
이현정 부위원장은 학교체육진흥지역위원회 조례 개정을 추진해 위원 구성과 운영 방식의 전문성을 강화하고 의사결정 절차의 효율성을 높였다. 김동빈 위원은 온라인학교인 ‘온세종학교’의 운영위원회 비율을 규정에 맞게 조정해 법적 안정성을 확보하는 조례안을 발의했다.
이어 박란희 위원은 학교체육진흥위원회 운영의 투명성 제고를 요구하며, 학생맞춤통합지원 협의체에 의사·변호사 등 전문 인력을 추가로 포함해 실질적인 지원이 이뤄지도록 요청했다.
유인호 위원은 세종시교육감이 제출한 '세종교육대상 폐지조례안' 심사에서 중복된 조례를 정비해 효율적인 교육행정 체계를 마련해야 한다고 당부했다.
회의를 마친 윤지성 위원장은 “세종시 교육과 안전이 시민들의 신뢰 속에 한 단계 더 성장할 수 있도록 꾸준히 노력하겠다”며 “정호승 시인의 ‘봄길’처럼, 끝이 보이더라도 다시 길을 내는 마음으로 나아가겠다”고 소감을 전했다.
한편 이날 심사된 조례안은 오는 23일 열리는 제104회 임시회 제3차 본회의에서 최종 의결될 예정이다.
