경상북도는 3월 19일 의성군 점곡면 동변리 일원을 ‘제1호 산림경영특구’로 지정·고시했다고 밝혔다. 이는 초대형 산불 피해지역을 단순 복구를 넘어 소득 창출과 지역경제 활성화의 기반으로 전환하기 위한 조치다.
현재 산불 피해 주민을 위한 추가지원 신청 접수도 진행 중이며, 2027년 1월 28일까지 각 시군 행정복지센터를 통해 신청할 수 있다. 집중 신청 기간은 4월 30일까지다.
산림경영특구는 피해 산림을 체계적으로 관리·경영해 산주 소득을 높이고 지속 가능한 산림경영 기반을 구축하기 위해 특별법에 반영된 제도다. 경북도는 산불 피해 5개 시군과 협의를 이어온 결과, 산주 동의가 가장 먼저 확보된 의성군 점곡면을 제1호 특구로 지정했다.
이번 특구는 총 425헥타르 규모로 51필지의 산지가 포함되며, 사업은 의성군산림조합이 맡아 추진한다. 대상지에는 약 15km의 임도가 구축돼 있어 산림사업 추진 여건도 우수한 것으로 평가된다.
특구로 지정되면 소득수종 조림사업 지원을 비롯해 산림경영 시설 및 장비 지원, 임산물 가공·유통·판매 지원 등 산림경영 전반에 대한 다양한 지원이 이뤄진다.
특구 지정을 희망하는 생산자단체나 지역 협업조직은 시장·군수에게 신청할 수 있으며, 최소 300헥타르 이상 규모와 전체 면적의 50% 이상 산주 동의 확보 등의 요건을 충족해야 한다. 국유림이 포함될 경우 사유림보다 면적이 적어야 하고 관련 허가 기준도 충족해야 한다.
경북도는 제도 초기 정착을 위해 전문기관 대행 용역을 추진하고, 사업계획서 작성 지원과 경영주체 교육, 기술 지원 등을 종합적으로 제공할 계획이다. 이를 통해 산불 피해지역 전반으로 산림경영특구를 단계적으로 확대해 나간다는 방침이다.
이철우 경상북도지사는 “산불 피해 회복뿐 아니라 주민 삶의 터전을 개선하는 것이 중요하다”며 “산림경영특구가 안정적으로 운영될 수 있도록 행정적 지원을 강화하고, 산주와 임업인의 적극적인 참여를 이끌어 제도를 정착시키겠다”고 밝혔다.

North Gyeongsang Province announced on March 19 that it had designated and officially notified the area around Dongbyeon-ri, Jeomgok-myeon, Uiseong-gun, as the ‘No. 1 Special Forest Management Zone.’ This measure aims to transform the area damaged by massive wildfires beyond simple restoration into a foundation for income generation and regional economic revitalization.
Applications for additional support for wildfire victims are currently being accepted and can be submitted through administrative welfare centers in each city and county until January 28, 2027. The intensive application period runs until April 30.
The Special Forest Management Zone is a system established under the Special Act to systematically manage damaged forests, increase landowner income, and build a foundation for sustainable forest management. As a result of ongoing consultations with five cities and counties affected by forest fires, Gyeongbuk Province designated Jeomgok-myeon in Uiseong-gun as the first Special Forest Zone, where consent from forest owners was secured first.
This special zone covers a total area of 425 hectares and includes 51 parcels of forest land; the project will be managed and implemented by the Uiseong-gun Forestry Cooperative. The site is evaluated as having excellent conditions for carrying out forestry projects, as approximately 15 km of forest roads have already been constructed.
Upon designation as a special zone, various forms of support will be provided for overall forest management, including support for afforestation projects for income-generating tree species, provision of forest management facilities and equipment, and support for the processing, distribution, and sale of forest products.
Producer organizations or local cooperative groups wishing to be designated as a special zone may apply to the mayor or county head. They must meet requirements such as a minimum size of 300 hectares and securing consent from forest owners covering at least 50% of the total area. If state-owned forests are included, their area must be smaller than that of private forests, and relevant permit standards must also be met.
North Gyeongsang Province plans to commission services from specialized agencies to ensure the initial establishment of the system, while providing comprehensive support including assistance with business plan drafting, training for management entities, and technical assistance. Through this, the province intends to gradually expand the Special Forest Management Zones to cover the entire wildfire-affected area.
North Gyeongsang Governor Lee Cheol-woo stated, "It is important not only to recover from wildfire damage but also to improve the living conditions of residents." He added, "We will strengthen administrative support to ensure the stable operation of the Special Forest Management Zones and establish the system by encouraging active participation from forest owners and forestry professionals."
