양금희 경상북도 경제부지사는 19일 경주에서 열린 ‘2026 동북아시아지방정부연합(NEAR) 회원정부 연찬회(워크숍)’에 참석해 각국 대표단을 환영하고 지방외교의 중요성과 실질적 협력 확대 필요성을 강조했다.
동북아시아지방정부연합 사무국이 주최하고 경상북도와 포항시가 후원한 이번 행사는 연합 출범의 상징적 도시인 경주에서 개최됐다. 행사에는 한국, 중국, 일본, 몽골, 러시아, 우즈베키스탄 등 6개국 45개 지방정부와 7개 유관기관, 주한 외교단 등 140여 명이 참석해 역대 최대 규모로 진행됐다.
동북아시아지방정부연합은 1996년 경상북도 주도로 창립된 국제기구로, 현재 9개국 91개 광역지방정부가 참여하는 동북아 최대 지방정부 협력체다. 경북도는 2005년 포항에 상설 사무국을 유치한 이후 동북아 지방외교의 거점 역할을 이어오고 있다.
특히 올해는 창립 30주년을 맞아 그간의 성과를 공유하고 향후 발전 방향을 모색하는 자리로 마련됐다. 개회식에서는 임병진 사무총장의 개회사와 양금희 경제부지사의 환영사에 이어 김숙 전 주유엔대사의 기념연설이 진행됐다. 이어 사무국 업무보고와 회원정부별 정책 발표, 일대일 교류회의 등을 통해 협력 방안이 논의됐다.
임병진 사무총장은 “이번 회의는 연합의 높아진 위상과 영향력을 확인하는 계기”라며 “동북아 공동 번영과 평화를 위한 협력의 가교 역할을 지속해 나가겠다”고 말했다.
양금희 경제부지사는 “경북도는 창립 회원정부로서 지난 30년간 협력의 여정을 함께해 온 것에 자부심을 느낀다”며 “앞으로도 지속적인 교류를 통해 회원정부 간 상생 발전을 도모하겠다”고 밝혔다.

North Gyeongsang Province has established a venue for exchange to strengthen cooperation among local governments in Northeast Asia.
Yang Geum-hee, Vice Governor for Economic Affairs of North Gyeongsang Province, attended the "2026 Northeast Asia Local Government Association (NEAR) Member Government Workshop" held in Gyeongju on the 19th. There, she welcomed delegations from various countries and emphasized the importance of local diplomacy and the need to expand practical cooperation.
Hosted by the NEAR Secretariat and sponsored by North Gyeongsang Province and Pohang City, the event took place in Gyeongju, the symbolic city marking the launch of the Association. The event was the largest in its history, with approximately 140 participants attending, including representatives from 45 local governments, 7 related organizations, and the diplomatic corps in Korea from six countries: South Korea, China, Japan, Mongolia, Russia, and Uzbekistan. The Association of Local Governments in Northeast Asia (AUCGA) is an international organization founded in 1996 under the leadership of Gyeongsangbuk-do Province. It is currently the largest local government cooperation body in Northeast Asia, with 91 metropolitan and provincial governments from nine countries participating. Since attracting the permanent secretariat to Pohang in 2005, Gyeongsangbuk-do has continued to serve as a hub for local diplomacy in Northeast Asia.
In particular, this year’s event was organized to mark the 30th anniversary of the organization’s founding, serving as a venue to share past achievements and explore future directions for development. The opening ceremony featured an opening address by Secretary-General Lim Byeong-jin and a welcome address by Vice Governor for Economic Affairs Yang Geum-hee, followed by a commemorative speech by Kim Sook, former Ambassador to the UN. Subsequently, cooperation strategies were discussed through the Secretariat's work report, policy presentations by member governments, and one-on-one exchange meetings.
Secretary-General Lim Byeong-jin stated, "This meeting serves as an opportunity to confirm the Association's elevated status and influence," adding, "We will continue to serve as a bridge of cooperation for the common prosperity and peace of Northeast Asia." Gyeongbuk Province Vice Governor for Economic Affairs Yang Geum-hee stated, “As a founding member government, Gyeongbuk Province takes pride in having shared the journey of cooperation for the past 30 years,” adding, “We will continue to promote mutual development among member governments through continuous exchanges.”
