공공개발로 발생한 이익금으로 지역 불균형 해소

경기도가 공공개발을 통해 발생한 이익을 도민에게 되돌려주는 ‘경기 생활쏙(SOC) 환사원업’의 첫 대상지로 파주시, 연천군, 양평군, 가평군 등 4개 시군을 최종 선정했다. 경기도는 18일 성평등 파주 전시·교육관에서 김동연 경기도지사를 비롯해 해당 지역 시장·군수, 지역 주민 등 150여 명이 참석한 가운데 대상지 발표식을 열고 본격적인 지원 방침을 밝혔다.

이번 사업은 공공개발로 발생한 이익의 일부를 환수해 조성한 ‘도민환원기금’을 활용해 체육, 문화, 복지 등 실생활과 밀접한 기초 인프라를 확충하는 프로젝트다. 특히 상수원이나 군사시설 보호구역 등 중첩 규제로 인해 그간 지역 발전에 제약을 받아온 소외 지역을 우선적으로 지원한다는 점에서 지역균형발전의 새로운 모델로 평가받고 있다.
