대전광역시의회가 학습 부진과 정서적 불안, 가정환경 등 복합적인 어려움을 겪는 학생들을 체계적으로 돕기 위한 제도적 기반 마련에 나섰다.
대전시의회 교육위원회는 19일 제295회 임시회 제1차 회의를 열고 이금선 의원(국민의힘, 유성구4)이 대표 발의한 ‘대전광역시교육청 학생맞춤통합지원 조례안’을 원안 가결했다.
이번 조례안은 상위법인 '학생맞춤통합지원법' 시행에 따른 위임 사항을 명문화하고, 파편화된 학생 지원 사업을 하나로 묶어 통합적인 지원 체계를 구축하는 것이 핵심이다.
조례안은 학생 개개인의 상황에 맞는 맞춤형 정책을 심의하고 조정하기 위해 ‘대전광역시교육청 학생맞춤통합지원위원회’와 각 지역 단위의 위원회를 설치·운영하도록 규정했다.
특히 위원의 제척·기피·회피 제도를 도입하고 회의 운영 방식을 명확히 함으로써, 지원 대상 선정과 예산 집행 과정에서의 공정성을 확보할 수 있는 기준을 세웠다.
도움이 필요한 학생을 전문적으로 보살필 인프라 구축 방안도 구체화했다. 조례안에는 ‘학생맞춤통합지원센터’와 ‘지역학생맞춤통합지원센터’의 지정 절차와 취소 기준이 담겼으며, 센터 운영에 필요한 경비 지원 근거도 마련됐다.
또한 현장에서 발로 뛰는 종사자들의 전문성을 높이기 위한 교육·연수 실시와 운영 실적 평가에 대한 내용도 포함되어 서비스의 질적 향상을 꾀했다.
이금선 의원은 학교 현장에서 학습 문제뿐 아니라 심리적 고립, 경제적 빈곤 등 여러 문제가 얽혀 발생하는 복합 위기 상황이 늘고 있다는 점에 주목했다.
이 의원은 이번 조례 제정을 통해 위기 학생을 조기에 발견하는 시스템을 강화하고, 학교와 교육청, 지역사회가 긴밀히 협력하는 맞춤형 지원 체계가 안착하길 기대한다고 밝혔다.
