[브레이크뉴스=배종태 기자] 부산 영도가 해양 신산업과 관광이 결합된 글로벌 거점으로 재탄생한다. 부산시는 19일 영도구 블루포트2021에서 ‘영도 100년의 부활 프로젝트’ 정책 브리핑을 열고, 영도 전역을 관광특구로 조성하고 교통·문화·산업 기반을 확충하는 대규모 도시 재도약 계획을 발표했다.
이번 브리핑은 부산남고 부지를 포함한 주요 개발 예정지를 직접 둘러보는 현장행사와 정책 발표가 함께 진행돼 시민에게 구체적인 미래 비전을 공유하는 자리로 마련됐다. 시는 그간 산업구조 변화와 인구 감소로 침체된 영도를 해양 비즈니스와 관광이 공존하는 지속가능한 도시로 재편하겠다는 목표를 제시했다.
핵심 사업으로는 약 5,000억 원 규모의 민자사업인 ‘영도 K-POP 아레나’ 건립이 눈에 띈다. 부산남고 이전 부지에 약 2만 석 규모로 조성될 이 아레나는 K-POP 콘서트, e스포츠, 국제 컨벤션 등 복합 콘텐츠 행사를 수용할 수 있는 다목적 공연장으로 기획됐다. 시는 이를 통해 영도를 머무는 관광지로 전환시키겠다는 구상이다.
해양경관을 적극 활용한 관광단지도 추진된다. 시는 감지해변 일원을 중심으로 ‘감지 국제관광단지’를 조성하고, 해양치유센터와 해수·온천 풀, 바다도서관, 해양 특화 체험 프로그램을 함께 구축할 예정이다. 또 태종대에는 오감을 주제로 한 5개의 돔형 실내 정원, ‘태종대 정원’을 조성해 자연과 문화, 휴식이 어우러진 명소로 만든다.
교통 인프라 확충도 본격화된다. 부산항선을 통해 동부권을 도심과 연결하고, 서부권에는 무궤도 트램 도입을 검토해 영도 전체를 잇는 순환형 교통망을 구축한다. 깡깡이마을과 자갈치시장을 연결하는 ‘영도 제1보행교’ 설치로 원도심과 관광지 간 보행 접근성도 강화할 계획이다.

부산시는 관광뿐 아니라 첨단 해양산업의 기반 마련에도 속도를 낸다. 한국해양대학교, 한국해양과학기술원(KIOST), 한국해양수산개발원(KMI) 등과의 협력을 통해 영도를 스마트 해양 모빌리티, 극지 빅데이터, 인공지능 기반 해양예측 기술의 연구거점으로 육성한다. 동시에 동측 지역에는 ‘B-조선·방산 MRO 클러스터’를 조성해 해양 신산업 기업 유치를 확대할 방침이다.
박형준 부산시장은 “영도는 대한민국 근대 산업의 출발점이자 부산 발전의 상징”이라며 “이번 프로젝트를 통해 영도가 해양 비즈니스와 관광, 신산업이 융합된 미래 100년의 중심 축으로 거듭날 것”이라고 밝혔다.

Busan’s Yeongdo District is poised for a major transformation into a global hub where marine industries and tourism converge. The City of Busan unveiled its ambitious “Yeongdo 100-Year Revival Project” during a policy briefing held on March 19 at Blueport 2021 in Yeongdo, presenting a long-term vision to designate the entire district as a special tourism zone while expanding transportation, cultural, and industrial infrastructure.
The event combined on-site inspections of key project sites, including the former Busan High School campus, with a comprehensive briefing to share the city’s future development blueprint with residents. The initiative aims to revitalize Yeongdo, an area that has faced population decline and industrial stagnation, by reinventing it as a sustainable coastal city focused on innovation, culture, and tourism.
At the heart of the plan is the construction of the 'Yeongdo K-POP Arena', a large-scale private investment project worth around 500 billion won. Designed to accommodate approximately 20,000 spectators, the arena will host K-POP performances, e-sports competitions, and international conventions, serving as a key facility to transform Yeongdo into a stay-type tourist destination.
Busan also unveiled plans for the 'Gamji International Tourism Complex', centered around Gamji Beach and Taejongdae. The complex will include a marine wellness center, seawater and hot spring pools, a sea library, and various ocean-themed activity zones. In addition, the Taejongdae Garden, consisting of five dome-shaped indoor spaces inspired by the five human senses, will offer visitors a blend of nature, culture, and relaxation, creating a distinctive new landmark for the city.
Transportation infrastructure will be significantly upgraded. The eastern part of Yeongdo will be connected to downtown Busan through the Busanhang Line, while the introduction of a catenary-free tram system is under review for the western section, creating a circular route across the district. A new pedestrian bridge linking Kangkangi Village and Jagalchi Market is also planned to strengthen walkability and expand tourist routes between the original downtown and Yeongdo.
The city is also pursuing a strategy to establish Yeongdo as a center for future-oriented marine science and technology. In partnership with Korea Maritime & Ocean University, the Korea Institute of Ocean Science and Technology (KIOST), and the Korea Maritime Institute (KMI), Busan plans to develop research clusters specializing in smart marine mobility, polar big data, and AI-based forecasting technologies. The eastern area will also house the B-Shipbuilding and Defense MRO Cluster, attracting startups and marine innovation companies through the expansion of the “Young Blue Belt” initiative.
Busan Mayor Park Heong-joon stated, “Yeongdo is the birthplace of Korea’s modern industry and a symbol of Busan’s growth. Through the Yeongdo 100-Year Revival Project, we will lead the era of 10 million foreign tourists and turn Yeongdo into a key base for the next century — where marine business, innovation, and tourism meet.”
