대전시장에 도전하고 있는 더불어민주당 장종태 국회의원(대전 서구갑)이 대전을 대한민국 AI 경제의 중심지로 탈바꿈시키기 위한 ‘경제 대전환’ 청사진을 공개했다.
단순한 기업 유치를 넘어 시민이 직접 투자자로 참여하고, 기술과 자본이 선순환하는 고도화된 경제 생태계를 구축하겠다는 구상이다.
장종태 의원은 19일 보도자료를 통해 대전의 과학기술 역량을 극대화할 5대 핵심 경제 전략을 발표했다.
가장 눈에 띄는 대목은 ‘대전형 시민참여 투자 플랫폼’ 구축이다.
AI 인프라나 데이터센터 건립 등 지역의 미래 산업 프로젝트에 시민이 직접 투자하고 수익을 배당받는 디지털 거래소를 만들겠다는 계획이다. 장 의원은 “대전의 기술 성장이 일부 기업의 전유물이 아니라 시민 모두의 혜택으로 돌아가는 ‘시민 주주 모델’을 정착시키겠다”고 밝혔다.

또한 대덕연구개발특구를 ‘AI 스핀오프(Spin-off) 특구’로 지정해 연구원들의 창업 문턱을 대폭 낮추는 규제 특례를 도입하기로 했다. 연구 성과가 논문에 머물지 않고 즉각적인 창업과 산업화로 이어지도록 시장 직속 ‘AI 혁신위원회’를 설치해 정책 동력을 확보하겠다는 의지도 내비쳤다.
