충청광역연합의회, 국가균형발전 과제 논의

충청광역연합의회가 19일 서울 지방자치회관 대회의실에서 ‘초광역 협력의 실험, 국가균형발전으로 이어질 수 있는가’를 주제로 한 정책토론회를 열고, 충청권 광역 협력의 현주소와 향후 제도 개선 방향을 집중 논의했다.

이번 토론회는 충청광역연합과 충청광역연합의회, 그리고 한국지방자치학회가 공동 주관해 마련됐다. 발제와 토론을 통해 정부의 ‘5극 3특’ 추진전략 속 초광역 협력의 위상 ,충청광역연합 제도운영의 성과와 개선 과제 등이 주요 의제로 다뤄졌다.

좌장은 유인호 충청광역연합의회 부의장이 맡았으며, 전성만 한국지방행정연구원 지방재정연구센터장과 김흥주 세종연구원 책임연구원이 각각 발제에 나섰다. 전 센터장은 현 정부의 광역 협력 정책 추진 배경과 의미를 분석했고, 김 연구원은 연합의 제도 설계 한계와 현실적 보완책을 제시했다.

이어 진행된 토론에서는 최환용 한국법제연구원 선임연구위원, 최인수 한국지방행정연구원 선임연구위원, 강인태 충남도의회 수석전문위원, 오동진 국방대학교 교수, 오명근 청주시정연구원 연구본부장이 참여해 초광역 협력의 지속 가능성을 놓고 다양한 의견을 내놨다.

참석자들은 대체로 “지역 간 연계와 공동 발전을 위한 초광역 협력은 여전히 중요하다”는 인식을 공유하면서도, 충청광역연합이 재정 자율성, 권한 배분, 운영체계 등에서 구조적 한계를 지니고 있다고 지적했다. 실질적 권한 이양과 제도 개선을 통해 충청권의 협력 기반을 강화해야 한다는 데 뜻을 모았다.

Chungcheong Metropolitan Council Discusses National Balanced Development Tasks

On the 19th, the Chungcheong Metropolitan Council held a policy forum at the Grand Conference Room of the Seoul Local Government Center under the theme "The Experiment of Super-regional Cooperation: Can It Lead to National Balanced Development?" The forum focused on discussing the current status of inter-regional cooperation in the Chungcheong region and future directions for institutional improvement.

In the subsequent discussion, Senior Research Fellow Choi Hwan-yong of the Korea Legislation Research Institute, Senior Research Fellow Choi In-soo of the Korea Local Government Administration Research Institute, Chief Specialist Kang In-tae of the Chungnam Provincial Council, Professor Oh Dong-jin of the National Defense University, and Research Director Oh Myung-geun of the Cheongju Institute for Municipal Affairs participated and offered diverse opinions on the sustainability of super-regional cooperation.

While the participants generally shared the view that "super-regional cooperation remains important for inter-regional linkage and joint development," they pointed out that the Chungcheong Metropolitan Alliance faces structural limitations in areas such as fiscal autonomy, the distribution of authority, and operational systems. They agreed that the foundation for cooperation in the Chungcheong region must be strengthened through the substantial transfer of authority and institutional improvements.

No Geum-sik, Chairman of the Chungcheong Metropolitan Council (Eumseong-gun 2, North Chungcheong Province, People Power Party), said, “It was a meaningful occasion to review the achievements and limitations of the Chungcheong Metropolitan Council and discuss directions for development,” adding, “We will spare no support at the council level so that the Chungcheong region can establish itself as a competitive area leading balanced development in South Korea.”
