세종특별자치시의회 의회운영위원회가 의정 활동의 전문성을 높이고 책임 행정을 구현하기 위한 대대적인 제도 정비에 나섰다.
의회운영위원회는 19일 제104회 임시회 제2차 회의를 열고, ‘경제문화위원회’ 신설을 골자로 한 조례안 등 총 8건의 안건을 처리했다고 밝혔다. 이번 회의를 통해 조례안 6건과 협의안 1건은 원안 가결됐으며, 회의 규칙안은 위원회 대안으로 제안됐다.
가장 눈에 띄는 변화는 의회 조직의 개편이다. 김영현 위원장이 발의한 조례 개정안에 따라 안건 심사의 효율성을 극대화하기 위한 ‘경제문화위원회’가 신설된다. 이에 따라 상임위원회별 소관 사무도 보다 합리적으로 재배분되어 전문적인 의정 활동이 가능해질 전망이다.

입법 및 의정 지원 시스템도 한층 촘촘해진다. 최원석 부위원장은 의정모니터의 역량 강화를 위한 교육 및 예산 지원 근거를 마련했으며, 안신일 의원은 입법평가 결과의 실효성을 높이기 위한 분석 지표 개선안을 내놓았다. 이현정 의원은 고문변호사 제도의 실효성을 높이기 위해 소송비용 지급 기준 등을 구체화했다.
이 밖에도 위원회는 2025년 입법평가 결과 정비 권고를 받은 소관 조례들을 일괄 정비하고, 시민들의 의회 접근성을 높이기 위해 방청 신청 서식을 간소화하는 등 행정 편의를 개선했다.
김영현 위원장은 “이번 조례 정비와 조직 개편은 지방자치와 지방의회 발전을 위한 소중한 밑거름이 될 것”이라며 “그동안 책임감을 가지고 의정 활동에 임해준 위원들과 관계 공무원들에게 깊은 감사를 표한다”고 소회를 밝혔다.
한편, 이날 상임위를 통과한 안건들은 오는 23일 열리는 제104회 임시회 제3차 본회의에서 최종 확정될 예정이다.
