성광진 대전교육감 예비후보가 지역아동센터의 기능을 단순 돌봄에서 교육 거점으로 격상시키고, 학교와 지역사회가 하나로 연결되는 ‘마을 돌봄 통합지원 체계’ 구축을 약속했다.
성 예비후보는 20일 정책 발표를 통해 “지역아동센터를 학습과 성장, 정서 지원이 공존하는 교육 공간으로 강화하겠다”며 공교육과 연계한 마을 돌봄 혁신안을 제시했다.
기존의 지역아동센터가 맞벌이 및 취약계층 중심의 돌봄에 치중해 학교 교육과의 연계나 체계적 학습 지원에 한계가 있었다는 점을 보완하겠다는 취지다.
이번 공약의 핵심은 개별 기관별로 파편화된 돌봄 서비스를 유기적인 통합 구조로 전환하는 데 있다.
성 예비후보는 이를 실현하기 위해 △AI 기반 맞춤형 학습 지원 도입 △학교-지역아동센터 간 학습 연계 시스템 구축 △방과후 프로그램 공동 운영 확대 △학교 시설 개방을 통한 체육·문화 활동 지원 등을 주요 과제로 꼽았다.
특히 기초학력 격차 해소를 위해 아동별 학습 수준을 분석해 보충학습을 제공하는 AI 지원체계를 도입하고, 학교 운동장과 체육관 등 교육 시설을 지역아동센터 아이들도 자유롭게 이용할 수 있도록 문턱을 낮출 계획이다.
이를 뒷받침하기 위해 교육청 산하에 ‘학교시설개방지원센터’를 설치해 안전 관리와 시설 보수 등을 전담 지원하는 방안도 포함됐다.
또한, 늘봄학교와 다함께돌봄센터 등 다양한 돌봄 주체들이 참여하는 ‘대전형 민·관·학 통합 돌봄 협의체’를 구성할 방침이다. 기관 간 소통과 역할 분담을 통해 서비스 중복은 피하고 사각지대는 없애는 ‘온마을 돌봄 시스템’을 완성하겠다는 구상이다.
