[브레이크뉴스=배종태 기자] 박형준 부산시장이 23일 국회 본청 앞 계단에서 삭발하며 ‘부산 글로벌 허브도시 조성에 관한 특별법’(이하 부산발전특별법) 처리를 촉구했다. 그는 “부산만 차별받고 있다”며 “이번만큼은 반드시 통과시켜 달라”고 호소했다.
박 시장은 "평소 단식이나 삭발 등 극단적 정치행위에 부정적이었지만, 이번에는 논리와 합리만으로는 벽을 넘을 수 없다고 느꼈다”라며 생각을 바꿨다고 밝혔다. 그는 “부산 시민의 마지막 자존심을 지키기 위해 결연한 마음으로 삭발했다”고 했다.
“왜 부산만 안 되나”
박 시장은 정부와 국회를 향해 “전북특별법, 강원특별법은 통과됐는데 왜 부산발전특별법만 제외되느냐”고 따졌다. 이어 “이것이 부산 차별 아니면 무엇이냐”고 반문하며 “160만 시민이 서명한 법안을 더는 외면하지 말라”고 강조했다.
“부산을 글로벌 해양수도로”
그는 “부산발전특별법은 부산을 싱가포르나 홍콩처럼 세계적인 비즈니스 중심 도시로 도약시킬 수 있는 단 한 번의 기회”라며 “물류, 금융, 관광, 신산업, 교육 등 모든 분야에서 규제와 세제 특례를 통해 부산의 잠재력을 활짝 펼칠 수 있다”고 강조했다.

이어 “부산이 글로벌 해양수도로 성장하면 그것은 단지 부산의 발전에 그치지 않고 대한민국 전체의 균형과 미래를 이끄는 거대한 도약이 될 것”이라며 “이 법은 한 도시의 행정 절차가 아니라 대한민국의 희망을 되살리는 약속”이라고 목소리를 높였다. 그는 “부산이 살아야 나라가 산다. 더 이상 외면하지 말고, 이번에는 반드시 부산의 꿈과 국민의 믿음에 응답해 달라”고 간절히 호소했다.
박 시장은 “정청래 대표, 윤건영 행안위 법안심사 소위원장, 전재수 의원은 직접 답하라”며 “대한민국의 미래를 위해, 자신들이 정치적 생색을 낼 수 있는 것은 하고 그렇지 않은 것은 붙잡는 속 좁은 정치, 이제는 그만하고, 정쟁보다 국가와 부산의 미래를 우선해야 한다”고 주장했다.
그는 “정치적 계산이 아니라 대한민국의 미래를 위한 법”이라며 “이번만큼은 정부와 국회가 부산 시민의 뜻을 저버리지 않기를 바란다”고 법안 통과를 거듭 호소했다.
이날 기자회견에는 장동혁 국민의힘 대표, 정동만 부산시당 위원장, 부산 지역구 국회의원, 시민단체 관계자 등 30여 명이 참석했다.

이에 앞서 박 시장은 국회를 방문해 장 대표 등 국민의힘 지도부와 면담을 갖고 특별법의 국가 전략적 의미와 제정 필요성을 설명했다.
기자회견에서 박 시장은 “특별법은 단순한 지역 현안을 넘어 국가 미래 성장 전략과 직결된 법안”이라며 정치권의 책임 있는 결단을 요구했다.
장동혁 대표와 정동만 위원장, 시민단체 대표들도 잇따라 지지 발언을 내며 특별법의 조속한 통과를 촉구했다.

A Decision Beyond Logic
Park said he had long opposed political acts such as fasting or shaving one’s head. However, he admitted that logic and reason alone could not break through political gridlock. “I realized that sometimes only a firm and painful decision can move things forward,” he said. “I did this to protect the pride of Busan citizens.”
“Why Only Busan?”
The mayor questioned why similar regional development laws had passed for other provinces but not for Busan. “The North Jeolla and Gangwon special acts were approved, but why is Busan left out?” he asked. “If that is not discrimination, then what is?” He urged lawmakers not to ignore a bill backed by 1.6 million Busan residents.
Vision for a Global Maritime Hub
He said the Busan Development Act represents a rare, perhaps once-in-a-generation opportunity for the city to grow into a global business hub like Singapore or Hong Kong. The act, he explained, would open new possibilities in logistics, finance, tourism, new industries, and education through regulatory and tax incentives.
Park added that Busan’s rise as a global maritime city would not only transform the city itself but also drive balanced growth for the entire nation. “This law is not just an administrative measure for one city,” he said. “It is a promise — a pledge to revive hope and confidence in Korea’s future.”
“With Busan’s success comes the country’s progress,” he urged. “Do not look away any longer. This time, please answer the people’s faith and Busan’s dream.”
Appeal to Lawmakers
Mayor Park called on Democratic Party leader Jung Cheong-rae, Public Administration and Security Committee subcommittee chair Yoon Kun-young, and law sponsor Rep. Jeon Jae-soo to “give direct answers.”
He urged them to “put an end to narrow-minded politics that pursue only what brings political credit while blocking what does not, and to put the future of the nation and Busan above partisan conflict.” “This is not about political gain,” he said. “It is about the future of Busan and the nation. Please give Busan citizens the hope they deserve.”
The press conference was attended by approximately 30 individuals, including Jang Dong-hyuk, Secretary General of the People Power Party; Jeong Dong-man, Chairman of the Busan City Chapter; Busan-area National Assembly members; and representatives from various civic groups.
Prior to the conference, Mayor Park visited the National Assembly to meet with the leadership of the People Power Party, including Secretary General Jang, where he explained the special act's strategic significance for the nation and the necessity of its enactment.
During the press conference, Mayor Park urged the political community to make a responsible decision, stating, "The special act is not merely a local issue; it is a bill directly linked to the national future growth strategy." Secretary General Jang Dong-hyuk, Chairman Jeong Dong-man, and civic group leaders also delivered a series of supportive remarks, calling for the swift passage of the special act.
