인천 서구의회, 제279회 임시회 개회

(브레이크뉴스인천 박상도 기자) 인천 서구의회(의장 송승환)가 지난 20일 제279회 임시회 개회식과 제1차 본회의를 열고 총 11일간의 의사일정을 시작했다고 밝혔다.  

서구의회에 따르면, 이날 제1차 본회의에서는 창신초등학교 교육환경 협약 점검 특별위원회 구성 결의안, 인천광역시 서구 행정체제 개편에 따른 자치 인사권 침해 저지 및 공직자 권익 수호 규탄 결의안 등을 상정해 의결했다. 

이번 임시회에서는 구정에 관한 질문이 이어졌으며 이한종 의원은 일괄질문·일괄답변의 형식으로 저출생 위기 속 출산·돌봄 정책의 실효성을 점검하고, 출산율 제고를 위한 체계적 목표 설정과 돌봄 인프라 확충, 분구 이후를 대비한 중장기 정책 마련의 필요성을 제기했다.

송승환 의장은 “행정체제 개편 과정에서 인천시가 서구를 대등한 협력 주체로 존중하지 않고 일방적으로 정책을 추진하고 있는 점에 대해 깊은 유감을 표한다”며, “분구에 따른 재정 부담이 서구에 과도하게 전가되고 있는 만큼, 이에 상응하는 실질적인 재정 지원과 책임 있는 자세가 필요하다”고 강조했다. 

이어 "인천시와 집행부가 서구의 열악한 재정 현실에 맞는 실질적 지원 대책을 조속히 마련하고 책임 있는 결단을 내려달라"고 강력히 촉구했다.

한편, 오는 3월 30일 2차 본회의에서는 상임위원회에서 예비심사한 조례안 등을 최종 의결하며 제279회 임시회를 마무리할 예정이다.

The Incheon Seo-gu Council (Chairman Song Seung-hwan) announced that it held the opening ceremony of the 279th Extraordinary Session and the 1st plenary session on the 20th, commencing a total 11-day legislative schedule.

According to the Seo-gu Council, at the 1st plenary session held on that day, resolutions were submitted and passed, including a resolution to form a Special Committee to inspect the educational environment agreement at Changsin Elementary School, and a resolution condemning the infringement of autonomous personnel rights and the protection of the rights and interests of public officials following the reorganization of the administrative system of Seo-gu, Incheon Metropolitan City.

During this extraordinary session, questions regarding district administration continued. He further strongly urged, "Incheon City and the executive branch must promptly devise practical support measures tailored to Seo-gu's dire financial reality and make a responsible decision." 

Meanwhile, the 279th extraordinary session is scheduled to conclude at the second plenary session on March 30 by finally approving ordinance bills and other items that were preliminarily reviewed by the standing committees.
