[브레이크뉴스=주윤한 기자] 거창군은 23일부터 5월 29일까지 예산 편성 과정에 주민의 의견을 실질적으로 반영하고 지역에 필요한 사업을 직접 제안할 수 있는 '2027년 주민참여예산 제안사업 공모'를 추진한다.
올해는 전년 대비 1억원이 증액된 총 30억원 규모로 운영되며 내실 있는 주민 의견을 더 효과적으로 반영하고자 일반공모형, 지역회의형으로 공모유형을 구분해 시행한다.
일반공모형은 군정 아이디어 제안 체류관광 활력증대 복지안전 생활강화 미래세대 발상실현 등 군민 생활과 밀접한 사업을 집중 발굴하고 지역회의형은 읍면 주민자치회를 대상으로 지역 특성에 맞는 지역맞춤형 사업을 발굴할 예정이다.
특히 올해는 주민 참여를 독려하고 우수 제안을 발굴하기 위해 인센티브 제도를 확대 운영한다.
지난해 관련 조례 개정을 통해 법적 근거를 마련했으며 이에 따라 우수제안자로 선정되거나 공모 참여자 중 추첨을 통해 소정의 거창사랑상품권을 지급할 계획이다.
공모 신청은 거창 군민이면 누구나 가능하며 거창군 주민참여예산 누리집 온라인 접수는 물론, 우편 및 방문 접수도 가능하다.
4월부터 5월까지 전 군민이 참여할 수 있는 온오프라인 주민참여예산학교를 운영하며 맞춤형 도우미를 도입해 제안된 아이디어가 실제 사업으로 연결될 수 있도록 적극 지원할 방침이다.
접수된 제안은 사업 구체화 과정과 소관 부서의 타당성 검토를 거친 후 주민참여예산위원회의 심의를 통해 선정되며 군의회 예산 심의의결을 거쳐 2027년도 예산에 최종 반영될 예정이다.
김현미 주민참여예산위원장은 "주민참여예산제도는 주민의 목소리를 행정에 담아내는 가장 실질적인 소통 창구"라며 "더 나은 거창의 미래를 위해 군민 여러분의 소중한 아이디어가 예산에 반영될 수 있도록 많은 관심과 참여를 부탁드린다"고 말했다.
