【충북 브레이크뉴스】김봉수 기자=충북 증평군이 공직자가 직접 정책을 발굴하고 연구하는 참여형 정책 플랫폼 ‘공직자 정책연구단’을 운영하며 정책 혁신에 나선다.
군은 올해 신규사업으로 정책연구단을 구성해 공직자 주도의 정책 발굴과 연구 활동을 본격 추진한다고 23일 밝혔다.
정책연구단은 부서와 직급의 경계를 넘어 자율적으로 참여한 공직자들이 팀을 구성해 군정 발전을 위한 정책과제를 발굴·연구하는 조직이다.
기존 하향식(Top-down) 정책 추진 방식에서 벗어나 현장의 경험과 문제 인식을 바탕으로 실효성 있는 정책을 도출하겠다는 취지다.
군은 이날 1차 회의를 열고 정책연구단 운영 방향과 활동 계획을 공유했다.
회의에서는 정책연구단의 운영 취지 설명과 함께 향후 연구 주제 발굴과 추진 방식 등에 대한 논의가 이뤄졌다.
연구단은 15명의 공직자로 구성됐으며, 4~6명 규모의 팀 단위로 자율적인 연구 활동을 진행한다.
참여자들은 군정 비전과 중장기 발전계획을 토대로 정책 주제를 선정하고, 현장 중심의 문제 해결 방안을 모색할 계획이다.
또 필요할 경우 전문가 자문과 타 지자체 우수사례를 참고해 정책의 완성도를 높이고 실질적인 실행 가능성을 확보한다는 방침이다.
군은 정책연구단 운영을 통해 공직자의 정책 기획 역량을 높이고 부서 간 협업을 강화하는 한편, 군정에 적용 가능한 혁신 과제를 지속적으로 발굴해 정책에 반영할 계획이다.
군 관계자는 “정책연구단은 공직자가 주도적으로 군정에 참여하는 새로운 정책 발굴 모델”이라며 “현장에서 나온 창의적인 아이디어가 실제 정책으로 이어질 수 있도록 적극 지원하겠다”고 말했다.
