이날 면담에서 김민석 총리는 영천의 입지 여건과 부지 확장성에 주목했다. 특히 영천 금호읍·청통면 일대에 확보된 약 44만 평 규모의 경마 관련 부지 가운데 현재 조성 중인 경마공원을 제외하고도 약 20만 평의 유휴 부지가 남아 있다는 점에 관심을 보인 것으로 전해졌다. 아울러 대구도시철도 1호선 연장과 KTX-이음 정차 계획 등을 통해 수도권과의 접근성이 개선되는 점도 긍정적으로 평가한 것으로 알려졌다.
특위는 이번 건의에서 공공기관 이전이 단순한 분산을 넘어 ‘산업과 현장의 결합’이 필요하다고 강조했다. 내륙 유일의 말 산업 특구인 영천으로 본사를 이전할 경우 정책 수립과 현장 운영을 일원화하는 ‘단일 거점 시너지’를 통해 행정 효율성을 극대화할 수 있다는 논리다.
경제적 효과도 제시됐다. 특위는 본사 이전 시 약 1조8천억 원의 생산 유발 효과와 7,500여 명의 고용 창출, 연간 최대 1,000억 원 규모의 지방세 확보가 가능할 것으로 전망했다.
앞서 대통령실 이영수 농림축산비서관과의 면담에서는 ‘공공기관 2차 이전 기본계획’에 한국마사회 이전을 명시하고, 농림축산식품부·국토교통부·국가균형발전위원회 간 협의체 구성을 요청했다. 이에 대해 이 비서관은 “말 산업 육성과 지역 균형발전을 동시에 달성할 수 있는 제안”이라며 긍정적인 입장을 보인 것으로 전해졌다.
특위 관계자는 “한국마사회 영천 이전은 영남권 경제에 새로운 활력을 불어넣는 계기가 될 것”이라며 “정부의 긍정적 기류를 바탕으로 최종 유치 확정까지 총력을 다하겠다”고 밝혔다.
