법무부에 따르면, 박모씨는 2022년 4월 필리핀 법원에서, 한국인 3명을 살해한 ‘사탕수수밭 살인사건’으로 징역형(단기 징역 52년, 장기 징역 60년)을 선고받고 복역하고 있으나, 한국으로 마약을 유통하고 호화 교도소 생활을 한다는 논란이 계속 제기되어 왔다.
법무부는 박모씨가 필리핀 교도소에 수감 중임에도 불구하고 휴대전화를 사용하여 외부와의 접촉할 가능성이 있는 등 박모씨의 마약 등 범행을 방치할 수 없고, 외국에서 우리 국민을 대상으로 한 마약 범죄가 지속될 우려가 있다고 보았다.
