수도권 지식산업센터의 효율적인 공간 활용을 위한 ‘다락(중층) 설치 기준 현실화’ 논의가 본격화된다.
(사)한국지식산업센터연합회와 ‘수도권 지식산업센터 다락설치기준 현실화 공동대책위원회’는 오는 4월 2일 오후 2시 30분, 경기도 고양시 일산 킨텍스(KINTEX) 제2전시장에서 ‘다락 층고 상향을 위한 공청회’를 개최한다고 밝혔다.
이번 공청회는 지식산업센터 내부 다락 설치 시 적용되는 층고 규제의 문제점을 짚고, 산업 현장의 수요를 반영한 개선 방안을 모색하기 위해 마련됐다. '
최근 산업 구조가 빠르게 변화하면서 공간 활용의 중요성이 커지고 있지만, 현행 규제가 이를 충분히 반영하지 못하고 있다는 지적이 이어져 왔다.
이날 공청회에서는 전문가 발제를 통해 규제 개선 필요성과 안전성 검증 결과가 함께 제시될 예정이다.
먼저 세종대학교 김대종 교수가 ‘지식산업센터 다락 층고 규제 개선 필요성과 정책 제언’을 주제로 발표에 나선다.
김 교수는 지식산업센터의 공간 활용 특성과 현행 제도 간의 괴리를 분석하고, 효율적인 공간 운용을 위한 정책 방향을 제시할 계획이다.
이어 한국건축구조기술사회 이상원 부회장이 ‘지식산업센터 중층(다락) 설치에 따른 구조 검토’ 연구용역 결과를 발표한다.
해당 발표에서는 다락 설치 시 제기되는 구조적 안전성 우려를 과학적 데이터와 검증 결과를 통해 설명할 것으로 보여 업계의 관심이 집중되고 있다.
발제 이후에는 이광철 변호사가 좌장을 맡아 종합 토론이 진행된다.

특히 이번 공청회는 2025년 11월 황희 국회의원이 대표 발의한 ‘건축법 일부개정법률안’이 국회 국토교통위원회에 회부된 상황에서 열려, 입법 논의에 힘을 보탤 것으로 기대된다.
해당 법안이 통과될 경우 지식산업센터 내 다락 설치 기준이 완화돼 입주 기업들의 공간 활용 효율성이 크게 향상될 것으로 전망된다.

연합회 관계자는 “수도권 지식산업센터 관계자들이 대거 참석해 다양한 현장 의견이 공유될 것”이라며 “이번 공청회가 불합리한 규제를 개선하고 지식산업센터 활성화를 이끄는 계기가 되길 바란다”고 말했다.

The Korea Association of Knowledge Industry Centers and the ‘Joint Committee for the Realization of Attic Installation Standards in Capital Area Knowledge Industry Centers’ announced that they will hold a ‘Public Hearing for Increasing Attic Ceiling Heights’ on April 2 at 2:30 PM at Exhibition Hall 2 of KINTEX in Ilsan, Goyang-si, Gyeonggi-do.
