조례에는 현직 의원과 당선인을 대상으로 한 교육연수의 목적·적용범위, 연간 교육연수계획 수립, 개별 교육연수 신청 및 비용 지원, 수료 증빙서류 제출과 미제출·미참석 시 예산 환수 등에 관한 내용이 담겼다.
이번 조례는 선거를 앞두고 의정활동의 전문성과 책임성 강화를 위한 시의적절한 입법이라는 평가를 받고 있다.
박승찬 의원은 “복잡해지는 행정환경과 높아진 시민의 눈높이에 맞추기 위해서는 의원 각자의 전문성과 정책 역량을 체계적으로 높여야 한다”며 “이번 조례가 의원 및 당선인에게 책임 있는 의정활동을 위한 기본 인프라가 되길 바란다”고 말했다.
