[브레이크뉴스=배종태 기자] 부산시가 2028년 3월 개원을 목표로 한 ‘부산해사국제상사법원’ 설치를 공식 확정하며 글로벌 해사법률 중심도시로의 도약을 선포했다.
부산시는 25일 오후 연제구 부산시티호텔에서 시민단체와 함께 ‘부산해사국제상사법원 설치 확정 시민보고 및 결의대회’를 열었다. 행사에는 박형준 부산시장, 지역 국회의원, 상공회의소, 법조계와 학계, 항만 관련 단체 등 100여 명이 참석해 법원 설치 확정을 기념했다. 이번 행사는 그간의 추진 경과를 보고하고, 향후 비전과 기대효과를 시민과 공유하기 위해 마련됐다.
2028년 3월 정식 개원
부산해사국제상사법원은 지난달 관련 법률이 국회를 통과하면서 설치가 확정됐다. 법원은 2028년 3월 1일 개원을 목표로 하고 있으며, 영남·호남·제주권의 해사민사·행정 사건과 국제상사사건을 전문적으로 다루게 된다. 관할 지역은 부산, 울산, 경남, 대구, 경북, 광주, 전남, 전북특별자치도, 제주특별자치도까지 포함된다.
지역 경제와 해양 수도 위상 강화 기대
부산시는 이번 법원 설치가 해양수산부와 해양 관련 공공기관, 주요 해운선사 본사 이전 등과 맞물려 지역경제 활성화에 기여할 것으로 기대하고 있다. 특히 해양도시 부산이 국제 해사법률 중심지로 자리매김하는 계기가 될 것으로 내다봤다.

민관 협력의 성과
해사법원설치추진부울경협의회를 이끌고 있는 박재율 상임대표는 “15년 넘게 이어온 시민사회의 노력과 민관 협력이 결실을 맺었다”며 “이번 설치가 해양수도 부산의 도약을 이끄는 중요한 전환점이 될 것”이라고 강조했다.
박형준 시장은 “부산해사국제상사법원은 시민과 지역사회의 지속적인 노력이 이룬 성과”라며 “2028년 차질 없는 개원을 위해 관계기관과 협력을 강화하고, 전문인력 양성과 기반 조성에도 최선을 다하겠다”고 밝혔다.

Busan has confirmed the establishment of the *Busan Maritime and International Commercial Court*, marking a major step toward becoming a global hub for maritime law. The court is scheduled to open on March 1, 2028.
Citizens’ Briefing and Resolution Event
The city held a citizens' briefing and resolution meeting Wednesday at the Busan City Hotel in Yeonje District. Mayor Park Heong-joon, lawmakers, business leaders, scholars, legal professionals, and port-related organizations—roughly 100 participants in total—attended to celebrate the court’s approval and discuss its vision and expected impact.
Specialized Jurisdiction and Opening Plan
After the bill passed the National Assembly last month, the court’s establishment was finalized. It will handle maritime civil and administrative cases, as well as international commercial disputes across the Yeongnam, Honam, and Jeju regions. Its jurisdiction will cover Busan, Ulsan, Gyeongnam, Daegu, Gyeongbuk, Gwangju, Jeonnam, Jeonbuk Special Self-Governing Province, and Jeju Special Self-Governing Province.
Boost for Regional Economy and Maritime Status
Busan expects the new court to strengthen its role as Korea’s maritime capital by attracting maritime public institutions, shipping companies, and legal professionals to the region. The project is also anticipated to contribute to local economic growth.
Fruit of Long-Term Civic Effort
Park Jae-yul, head of the Busan-Ulsan-Gyeongnam Committee for the Court’s Establishment, said the decision represents “the result of more than 15 years of civic collaboration” and will become “a key milestone for Busan’s leap as a maritime city.”
Mayor Park said the court’s creation was made possible through continuous support from citizens and regional stakeholders. “We will do our utmost to ensure a smooth opening in 2028 by strengthening cooperation with related institutions and fostering professional talent,” he added.
